Who provides the food? And refills his water bowl?

There is a plastic container full of food near his box. Various people refill it from time to time with sachets of cat food. I bought some fresh sardines the other day and gave him one but he seemed rather confused by it. Yesterday his bowl was full of rainwater but I think it is usually filled with tapwater by people from the library.
