Astronomy Grants: The Harsh Reality

Time, I think, to return to my role as selfless servant of the astronomical community, with a bit of news about astronomy grants. I was prompted to do this by the following cartoon (from the excellent PhDComics) which I saw this morning:

It’s all completely untrue, of course. *Cough*.

Anyway, as you will probably  know, the Science and Technology Facilities Council (STFC) is introducing a new system of grants this year and the deadline for the first set of applications for the new “consolidated grants” was 4th May, which passed last week while I was away on holiday. Just before leaving I attended a preliminary meeting in London of the Astronomy Grant Panel, of which I am a member. In fact, I delayed my departure specifically in order to attend the meeting. The things I do for science.

At the meeting we discussed a number of issues relating to the new system in order to be ready to get on with the business as quickly as possible when the applications are all in. The timetable is very tight if we’re going to be able to get our recommendations finalised in time for STFC to make announcements in October, as is planned. Thew new system is  going to mean a huge amount of extra work over the summer for the panel members, doing what was always a thankless task in the first place.

Of course I’m not going to write anything on here about the actual process of assessing grants, and certainly not about individual proposals or outcomes. Anything that’s not confidential about the procedure is already explained quite clearly on the STFC website too, so there’s not much point going over that again here. It would also be inappropriate for me to give the impression that anything I put on here is in any way the official AGP (or STFC) line.

What I can do, though, is make a few comments about the current situation using information that is already in the public domain or is otherwise not a breach of confidentiality. The most important observation relates to the following figure, borrowed from the e-astronomer (who also happens to be Chair of the AGP):

The graph shows the number of astronomy postdoctoral research positions funded by STFC (or its forerunner PPARC) as a function of time. The steep decline in recent years has been widely discussed. My own view is that it will be disastrous in the long term if steps are not taken to rectify it soon. The  STFC budget for astronomy grants is fixed for the next few years at a level corresponding to about 60 per year, similar to the number announced in 2010/11.

Now the new consolidated grants will incorporate existing roling grants (which were reviewed on a three-year cycle) and standard grants (which usually lasted three years). A large number of positions announced in 2008 will therefore be hoping for renewal this year. On top of those there will be proposals requesting new positions and other rolling grants coming into this round before their usual renewal date in order to merge with others from the same institution.

I don’t know the actual numbers applied for this year – and couldn’t tell you even if I did – but it’s not unreasonable based on the figures shown in the graph above to estimate that  about 100 PDRA requests will be made, and possibly many more. A significant fraction of these (perhaps 2/3) will be people employed on existing rolling grants hoping to be continued in a new consolidated grant from 2011 onwards.

I probably don’t have to spell it out any further, but it’s clear from the graph that the arithmetic is very tough. Even without any new requests this year, only about 2/3 of the positions funded in 2008 can survive. In reality there may be more than 100 souls standing on deck, but the lifeboats can only hold 60….

Loose Ends

Just a brief post today, I think, in order to tie up a few loose ends from this week.

For reasons that I really don’t understand my blog suddenly became very popular on Thursday (31st March), attracting nearly 5000 hits in a day. That’s nearly four times my current daily average and a couple of thousand more than my previous busiest day. So this week I had my busiest day, last week was my busiest week, and last month was my busiest month. I guess it’s all downhill from here.

I couldn’t figure out what happened to cause all this interest, as not all the hits were on any specific article and no particular search terms were used to find this blog, at least not that I could figure out. I presume that it was my sarcastic take on Wonders of the Universe that was behind it. At any rate that was the post that generated the deluge of abusive comments that my spam filter caught.

Anyway, other items of relevant news are that two new members of Staff joined the School of Physics & Astronomy yesterday (April 1st; no, seriously…) and there are a couple more expected to join soon. It’s nice to have a few new faces around the place, and I’m sure they’ll all be bringing new ideas about research and teaching to the physics side of the School.

A week or so ago I passed on some pretty disappointing news about the funding climate here in Welsh universities. More details emerged this week about what this means for individual institutions; you can find the full list of allocations here (PDF). The figures don’t tally with those in the newspaper article I referred to in the previous post which was presumably inaccurate.

The picture isn’t as bad as I feared but, with a total cut of about 5% (in cash terms) across the sector it could hardly be described as good, especially when inflation is running about 5% on top of that. My employer, Cardiff University, has done slightly better than average, with a cut of only 3% in cash.

However – and it’s really delightful to be able to pass on some good news for once – the School of Physics & Astronomy has just been awarded a pretty large increase in its quota of undergraduate students. This is excellent, as I’ve previously reported that we have had a huge surge in applications this year. We’ll have to work hard to squeeze the extra bodies into laboratories, tutorials and even lecture theatres, but the income they will generate should help us carry out the strategic plans we have developed, perhaps bringing in even more new members of staff.

I’m still a bit grumpy, though, as our teaching terms has another two weeks to run, while some lucky bastards have finished already and are now on their Easter holidays…

Batting for Astronomy

I was too busy teaching this morning to watch streaming video of the meeting of the House of Commons Science & Technology Committee I referred to in a previous post, but then, being a confirmed Luddite,  I rarely manage to get such things to work properly anyway. Or is it just that Parliament TV isn’t very good? Anyway, I did get the chance to do a fast-forward skim through the coverage, and also saw a few comments on Twitter.

By all accounts the two big hitters for astronomy, Professor Roger Davies and Dame Jocelyn Bell Burnell both played good innings, watchful in defence, parrying the odd tricky delivery, but also scoring impressively when the opportunity arose. Dame Jocelyn, for example, got in a nice comment to the effect that the shortfall in observatory funding was equivalent to one banker’s bonus.

Any other reactions are welcomed through the comments box.

The e-astronomer (whose pseudonym is Andy Lawrence)  has already blogged about the event, including a delightfully pithy summary of the written evidence submitted beforehand . But then Andy’s never reluctant to take the pith when the opportunity arises…

The thing that depresses me most is the contrast between the forthright and well-considered performances of leading figures from the astronomy establishment with the bumbling efforts of the Chief Executive of STFC, Keith Mason. As Andy Lawrence points out, some of the latter’s responses to questions at the last session of the inquiry were downright misleading, giving the impression that he didn’t know what he was talking about. And that’s the more generous interpretation. Combine the poor grasp of detail with his generally unenthusiastic demeanour, and it becomes easy to see that one of the main reasons for the ongoing crisis at STFC is its Chief Executive.

I’ve been told off repeatedly in private for posting items on here that are severely critical of Professor Mason, sometimes on the grounds that my comments are ad hominem, a phrase so frequently misused on the net that it is in danger of losing its proper meaning. It’s not an “ad hominem” attack to state that a person is demonstrably useless at their job. I stand  my ground. He should have gone years ago.

Unfortunately we still have to wait another year or so before a replacement Chief Executive will be installed at STFC. Good people elsewhere – both  inside and outside science – have lost or are losing their jobs, because of the recession and cutbacks, through no fault of their own. Reality is much less harsh if you’re at the top.

Decline and Fall

There’s an interesting discussion going on over at the e-Astronomer Andy Lawrence’s blog about truth, lies and astronomy grant funding.

The centrepiece of Andy’s post is the following graph, which is based on the most accurate available figures, showing how the number of postdoctoral research associate (postdoc) positions funded (first by SERC, then by PPARC, and then by STFC) in Astronomy has evolved over the last couple of decades, along with the number of permanent academic staff employed in UK universities.

To be precise it shows the number of new postdoc posts funded each year; since a postdoc position typically lasts 3 years, the total number of postdocs at ay time is roughly 3 times the number shown.

A few things are immediately clear. One is that both the number of academics and the number of postdocs grew steadily over the period covered by the graph, until 2006 after which there was a steep decline in the number of postdocs to a level substantially lower than the number funded in 2000. It’s not a coincidence that STFC was created in 2007.

The numerical growth of the UK astronomical community coincided with a  general expansion of the number of academics in the University resulting from the growth of funded student  numbers, but it also was also accompanied by improved access to large facilities. It also happened to be a time of high achievement by British astronomers, who played major roles in large projects that uncovered many deep secrets of the Universe, such as the existence of cosmological dark matter and dark energy.

Further details of the achievements of UK Astronomy over the last decade are given by our own Bill Frindall, Paul Crowther (see his page for references):

Astrophysics: UK space science (astrophysics) is ranked 2nd in citations (1999-2009), while UK physics ranks 5th internationally (1997-2007). According to Section 3 of the RCUK Review of Physics, combining these two categories places the UK 2nd to the USA overall – see bibliometric analysis. According to the IoP Survey of Academic Appointments in Physics, the UK astronomy academic community grew by 14 per cent in the 5 years leading up to 2008, compared with 12% for physics overall. From 2003/04 to 2007/08 physics departments expanded by 14%, equal to the wider UK average for all disciplines (see Sustainability of the UK research workforce report from RCUK. Undergraduate applications (admissions) to physics grew by 19% (11%) between 2002-2007 according to the DIUS Research Report 08-21. Astrophysics formed one of the case studies for a CSHE (UC Berkeley) science communication report from Jan 2010.

All this expansion didn’t come cheap, of course, but in my view  it was entirely justified on the grounds of scientific excellence. That used to count for something among the science policy makers, but those times seem to have gone. Not that the collateral benefits were negligible, as you can see from the above.

I’ll grant that it is not easy to establish what fraction of STFC’s budget should be spent on its “core” science and how much on managing facilities, but I think the balance has obviously gone way too far in one direction. I’m not the only one to think so. The probably deliberate decision to clobber astronomy grants flies in the face of the Institute of Physics Review of International Perceptions of UK Physics, carried out in 2005, which says

In summary, the state of astrophysics and solar system physics is relatively healthy at this time. Morale is good in the research community, particularly among the young, and wise investments seem to have been made since the 2000 review. Attention will need to be paid over the next five years to foster the astronomical observing community so as to recoup the investment in large telescope access.

STFC has done many things since its creation in 2007, but fostering the astronomical observing community is definitely not amongst them. Instead it has slashed the postdocs needed to collect, reduce and analyse the data coming from the facilities we paid so much to access.

I still don’t know what UK astronomy did to deserve the kick in the teeth it received in 2006 which precipitated the steep decline shown in the graph. Remember that this was before the credit crunch, which really took hold in 2008, so the cuts imposed STFC were clearly not in response to that. The message consistently being put out by the STFC Executive at the time was that it was spending “too much on science exploitation”, i.e. on doing science, and that a larger slice of the cake needed to be devoted to facilities and operations.

I suspect that the backlash against astronomy was led by senior figures in the Treasury who did not, still do not, and probably never will, see science as worth doing for its own sake rather than as a way of subsidising industry. I suspect also some senior figures in  UK Physics were not sorry to see the astronomical arrivistes get their comeuppance. I have encountered a number of distinguished physicists – usually of the condensed matter persuasion – who clearly resented the new wave of astronomers arriving in their departments. As long as they bring in more students, take on heavy teaching loads and don’t ask for expensive equipment then astronomers are fine, but what they do isn’t really proper physics is it?

But precisely who it was that was behind the strange demise of British astronomy is now not the main issue. The real question is what can be done about it starting from where we are now.

As things stand under the current STFC leadership, the grant line will stay roughly level in cash terms for the next three years. Adding in the effect of inflation that means the number of postdoc grants will slowly dwindle. Better than the last few years, but hardly grounds for celebration. The steady attrition of grant funding will eventually push many excellent university research groups over the edge and prematurely terminate many promising scientific careers.

STFC will be looking for a new Chief Executive very soon, and that raises at  the admittedly faint hope that some things might change for the better. What we need is a someone  who is prepared to champion fundamental research because he or she actually believes in it;  the  bedgrudging attempts of the current Chief Executive simply don’t convince in this regard.

Whether we get someone who fits the bill remains to be seen. If we don’t the future for UK astronomy looks very bleak.

Astronomy Grants: Past, Present, and Future

Just time to put my community service hat briefly in order draw the attention of all friendly astronomers to the report on the 2010 STFC Astronomy grant round that has been circulated by the AGP Chair, Andy Lawrence (aka the e-Astronomer).

There is a lot of important information in this report, not only about the statistics of the last round but also about the new grants system that will be in operation from this year onwards so you really should read it carefully, especially if you’re planning to submit a grant application in 2011.

The report has been circulated to the astrocommunity mailing list, so most of you out there will have seen it but for those of you who haven’t you can find it on Paul Crowther’s website here.

I haven’t got time today to add detailed comments of my own – it’s a UCAS day in Cardiff today (among other things) – but I may do so in future. However, please feel free to comment/react/moan but please remember not to shoot the messenger!

Follow My Leader

News broke today about  the dreaded “Letter from HEFCE” to heads of English higher education institutions informing them of their funding allocations for the near future. The cuts outlined in the funding letter were not entirely unexpected, but have nevertheless generated quite a lot of reaction – see, e.g., here. For those of you who can’t be bothered to read the Circular Letter, it is of the form:

Dear Vice-Chancellor or Principal,

You’re screwed.

One of the ramifications of the decisions made by the Higher Education Funding Council for England (for that is HEFCE) is that funding will be further cut for research rated a “mere” 2* in the 2008 Research Assessment Exercise. For those of you who prefer meaningless words to meaningless numbers-with-asterisks, 2* is translated in the HEFCE dictionary as “internationally recognised”. Obviously a waste of money then. By 2013 the only research that will be funded at all under the QR formula will be 3* (“internationally excellent) and 4* (world leading). Of course “world leading” won’t include “nationally leading”, as by then there won’t be anyone in England left to follow the survivors; everyone left after the cull will be doing their best to be a  “leader” in order to avoid being labelled a “follower”,  a crime for which the punishment is, apparently, death.

I only hope that this mad policy dismantling the Great Pyramind of Research from the bottom upwards isn’t pursued here in Wales too, otherwise I’ll soon be sitting next to the radiator in the local Wetherspoons drinking cheap beer with the rest of the prematurely terminated. For the time being, until HEFCW decides what do do, we in Wales have a stay of execution.

All this reminds me of a story I heard at a conference dinner years ago. I happened to be sitting next to someone Mrs X – the spouse of a physicist who shall remain nameless – who had for a time worked on undergraduate admissions for a Humanities Department of a  big American Ivy League university. One application for a place had been accompanied by a lukewarm recommendation from a high school teacher, containing a statement along the lines of John is definitely a follower rather than a leader. On this slim evidence of potential, my dining companion Mrs X decided to offer little Johnny a place.

Bewildered to hear that John had been admitted, the aforementioned teacher telephoned the Department and was put through to Mrs X. “But I thought I made it clear in my reference what I thought! Was the decision to let him in some sort of administrative error?”

“No,” said Mrs X.

“Let me explain. Every year this Department takes in about 500 undergraduate students. Virtually every  recommendation letter says this student is a leader rather than a follower. In the light of this huge number of leaders, I feel it is my duty every year to ensure that the Department contains at least one follower.”

EPSRC : a capital affair (via The e-Astronomer)

I just came back from an EPSRC roadshow presentation to our University. Interesting to compare this to the STFC one we got a week or so back. Wales set for university mergers

Just another quick post to pass on the news just out that the Higher Education Funding Council for Wales (HEFCW) has announced that the number of universities in Wales must reduce by a half over the next two years.

I’ve argued already on this blog that there are too many small separate higher education institutions in Wales and that’s a view which is probably held by many across the sector. Mergers and/or closures have seemed to me to be inevitable for some time given the general climate of austerity and the consequent chill winds blowing through the groves of academe. According to HEFCW, the plan is that by 2013 no “region” of Wales will have any more than two universities although I’m not sure what counts as a region.

Until recently there were four different “universities” with campuses in Cardiff: Cardiff University (where I work); the University of Glamorgan (which has a presence in Cardiff, but which has its main campus in Pontypridd); the Royal Welsh College of Music and Drama (RWCMD); and the University of Wales Institute, Cardiff (UWIC).

In fact RWCMD was absorbed by the University of Glamorgan a short time ago, but still uses its old name as part of the merged institution.
Apparently one more merger will be necessary to satisfy HEFCW’s requirement, which I guess will involve UWIC also being absorbed by the University of Glamorgan. If that does happen, I hope HEFCW will keep a close eye on matters of governance. The UoG doesn’t seem to me to have a very strong track-record with respect to resafeguarding standards of academic practice.

Depending on how “region” is interpreted, there might even be pressure to include the University of Wales, Newport in an even bigger new South East Wales institution presumably headed by the University of Glamorgan.

Elsewhere in Wales the merger process is already underway. Last week, Swansea Metropolitan and the University of Wales Trinity St David announced plans to create a united institution. Going back one stage, the University of Wales Trinity St David was itself formed through the merger earlier this year of Wales’ oldest education institutions, Trinity University College, Carmarthen and the University of Wales Lampeter. Although these have merged it appears they will carry on using their existing names, which may cause some confusion but we’ll have to see how it goes.

It’s important to note that universities are officially independent bodies, so HEFCW (through which public funding is channeled to them) can’t really just tell them to merge. However, many of the smaller institutions are so dependent on state funding that they basically have to do what HEFCW tells them or face financial oblivion. Of course it will require Vice-chancellors to agree, and since presumably half of them will cease to be VCs, there will be some reluctance. Turkeys tend not to vote for Christmas. However, HEFCW has promised that “core funding will be deployed in ways which lend force to the achievement of that target”. In other words, they’ll be calling on the odd VC to make them an offer they can’t refuse…

Science funding can’t be democratic if education isn’t

An opinion piece in New Scientist by Dan Hind (who apparently has a new book out) just caught my eye, and I couldn’t resist a quick comment.

The piece makes some good points. One is that much current science funding is actually nothing more than a direct subsidy for private industry. This troubles me. As I’ve blogged before, I think research that really is near-market shouldn’t be funded by the tax payer but by private investment by banks or venture capitalists. Publically funded science should be for speculative research that, regardless of whether it pays off commercially, is good from a cultural and intellectual perspective. I know I’m in a minority of my colleagues on this, but that’s what I think.

Where I disagree strongly with Dan Hind is the suggestion that science funding should be given

… to new bodies set up to allocate resources on the basis of a democratic vote. Scientists could apply to these bodies for funding and we could all have a say in what research is given support.

I can see that there are good intentions behind this suggestion, but in practice I think it would be a disaster. The problem is that the fraction of the general population that knows enough about science to make informed decisions about where to spend funding is just too small. That goes for the political establishment too.

If we left science funding to a democratic vote we’d be wasting vaulable taxpayer’s money on astrology, homeopathy and who knows what other kind of new age quackery. It’s true that the so-called experts get it wrong sometimes, but if left to the general public things would only get worse. I wish things were different, but this idea just wouldn’t work.

On the other hand, I don’t at all disagree with the motivation behind this suggestion. In an increasingly technologically-driven society, the gap between the few in and the many out of the know poses a grave threat to our existence as an open and inclusive democracy. The public needs to be better informed about science (as well as a great many other things). Two areas need attention.

In fields such as my own, astronomy, there’s a widespread culture of working very hard at outreach. This overarching term includes trying to get people interested in science and encouraging more kids to take it seriously at school and college, but also engaging directly with members of the public and institutions that represent them. Not all scientists take the same attitude, though, and we must try harder. Moves are being made to give more recognition to public engagement, but a drastic improvement is necessary if our aim is to make our society genuinely democratic.

But the biggest issue we have to confront is education. The quality of science education must improve, especially in state schools where pupils sometimes don’t have appropriately qualified teachers and so are unable to learn, e.g. physics, properly. The less wealthy are becoming systematically disenfranchised through their lack of access to the education they need to understand the complex issues relating to life in an advanced technological society.

If we improve school education, we may well get more graduates in STEM areas too although this government’s cuts to Higher Education make that unlikely. More science graduates would be good for many reasons, but I don’t think the greatest problem facing the UK is the lack of qualified scientists – it’s that too few ordinary citizens have even a vague understanding of what science is and how it works. They are therefore unable to participate in an informed way in discussions of some of the most important issues facing us in the 21st century.

We can’t expect everyone to be a science expert, but we do need higher levels of basic scientific literacy throughout our society. Unless this happens we will be increasingly vulnerable to manipulation by the dark forces of global capitalism via the media they control. You can see it happening already.
