Poisoned Chalice, Anyone?

In the July instalment of news from STFC Council, among the items discussed  were the arrangements for selecting a successor to the current Chief Executive Officer, Professor Keith Mason. Apparently a sub-group of the Council has been established to work out how to proceed; its terms of reference are also given. Among the latter you can find the following statement:

Keith Mason comes to the end of his second and final term as a Research Council CEO in March 2012 having served as PPARC CEO and then as founding CEO of STFC. Council believes it to be important that in the context of the selection of a new chief executive that a clear understanding is reached with STFC’s various stakeholders as to the role and responsibilities of the STFC chief executive in leading a complex and diverse organisation through what will undoubtedly be times of further change, uncertainty and financial pressure. Council also believes it will be important to understand as we move forward any lessons that should be learnt from the circumstances behind the communication recently received by the chairman from individuals within STFC’s academic communities expressing concern about STFC’s leadership.

The italics are mine. The communication referred to in the above extract must be the petition, signed by over nine hundred scientists, expressing no confidence in the current executive and discussed here recently in a guest post by Professor George Efstathiou.

The fear is that the Science and Technology Facilities Council will decide to appoint a Chief Executive, perhaps from the world of commerce or industry, who has even less sympathy for the fundamental sciences, such as astronomy and particle physics than the current one.

The latest (October) News from Council contains a report from the sub-Group advising on the appointment of the new CEO which makes interesting reading.  For example, the mandatory requirements for candidates for the post include that he/she should

  • Have a strong and respected STEM background and qualification (at least to PhD level), or similar (e.g. in the biomedical sector) provided candidates can demonstrate an appreciation and understanding of the scale and complexity of STFC science and research;
  • Command the respect of the academic communities and be seen as champion of STFC’s research base;
  • Be recognised as having previously and successfully led and managed (with total accountability) an organisation or organisational unit of an appropriate and relevant degree of complexity;
  • Demonstrate a very high intellectual calibre;
  • Have experience of working within an international context;

This suggests that they will be looking for someone with a background in academic research although not specifically in physics or astronomy. This will come as a relief to many working in areas covered by STFC’s remit, and even might inspire a few people I know to start writing updating their CVs. However, I think it  will be extremely difficult for STFC to persuade anyone of sufficient calibre to take up a post which has,  for the entire duration of the existence of the organisation,  involved responding  to a calamitous series of financial crises and restructurings with very little scope for implementing a coherent science programme. In fact, three years since its inception, the STFC still hasn’t produced any document that represents a science strategy of any real substance.

I hope that STFC has better times ahead of it, but I wonder how many qualified candidates would just see this job as a poisoned chalice?

Das Kapital

After a short-lived burst of optimism following the announcement of the better-than-expected results of the Comprehensive Spending Review for science funding, it seems levels of nervousness are again increasing about what might lie in store for the Science and Technology Facilities Council (STFC).

It appears the “near-cash” funding for RCUK, the umbrella organisation that sits above the seven Research Councils will be fixed over the period of the CSR but, within that overall pot, the Medical Research Council (MRC) will have its funding stream protected in real terms, meaning the others will be have to be reduced in real terms. How the pie will be divided up remains to be seen, but I believe there is some pretty tough negotiating going on behind the scenes right now. RCUK chief Adrian Smith has apparently been given detailed instructions by the Treasury on how to carry out the budget allocations, but I haven’t seen the manual…

However, this is only part of the story. The other part, as the e-astronomer has already pointed out, is rather scary. As well as “near-cash” funding, the Research Councils also receive funds marked “capital”. I’m not an accounting expert, but I’m told this is all pretty normal practice for large organisations. What has emerged recently is that the capital part of the RCUK budget is to be cut by a whopping 44%. A rumour is spreading that STFC has been told to expect at least a 30% cut in capital funding and instructed to budget accordingly.

This could herald a return of the nightmare scenario I blogged about not long ago. The point is that, owing to the nature of STFC, a very large part of its budget is tied up in the capital stream. In fact it’s even worse than you might imagine because large international subscriptions, including CERN and ESO, are currently paid for, at least in part, out of STFC’s capital budget. According to the journal Nature,

That money pays for everything from radio telescopes to Antarctic research stations. In particular, the cuts will hit the Science & Technology Facilities Council (STFC), which funds particle physics and astronomy. The council, which has struggled financially for years, has been told to prepare for its capital funding to fall by a third, according to documents seen by Nature. That could jeopardize Britain’s participation in organizations such as the European Southern Observatory.

Another factor that adds to the vulnerability of our ESO membership is the longrunning saga of the VISTA telescope. When the UK joined ESO (in 2002), this telescope – which hadn’t been built then – was put up as an “in kind” contribution to the UK’s joining fee. However, VISTA wasn’t actually handed over to ESO until December 2009, significantly behind schedule and it is still undergoing performance verification. In principle, ESO could require the UK to pay a substantial fine for the late delivery and it is STFC that would have to find the funds. I don’t know what the precise fine would be, but I’ve heard figures from £16M to about twice that.

Although Science Minister David Willetts is on record as saying that he was not planning to withdraw from any European collaborations, including ESO, the VISTA debacle may force his hand if it means the cost of continuing membership exceeds the penalties for withdrawal.

Withdrawing from ESO would destroy a huge part of the UK’s ground-based astronomy activity, as we have already withdrawn from (or are planning to withdraw from) most other facilities we used to have access to. It would also damage our credibility as international scientific partners in a more general sense. But if it isn’t ESO that gets chopped it will be something else. It’s difficult to see how STFC can cope with this cut without something going to the wall.

The Royal Astronomical Society has written to Fellows requesting that they write to their MPs to point out the consequences of drastic cuts to STFC’s budget, citing withdrawal from ESO as one possible outcome.

There’s no doubt about it, it’s brown trousers time.

The Great Escape? Not yet.

I expected to wake up this morning with the blues all round my bed, about the results of the Comprehensive Spending Review about to be announced today, but news appearing in the Guardian and the BBC websites last night suggested that the UK Science budget may, repeat may, be spared the worst of the cuts.

This news has been greeted with euphoria in the science community, as we were expecting much worse than the settlement suggested by the news. The RCUK budget, it seems, will be fixed in cash terms around £3.5 billion per annum for four years, as will the approximately £1bn distributed for research through HEFCE’s QR mechanism. This translates into a real terms cut that depends on what figure you pick for inflation over this period. The Treasury suggests it will corresponding to a 10% reduction figured that way, but inflation has defied predictions and remained higher than expected over the past three years so things could be different. Also important to note is that this budget (amounting to around £4.6 billion) is to be ring-fenced within RCUK.

So why the apparent change of heart? Well, I don’t know for sure, but I think the Science is Vital campaign played a very big part in this. Huge congratulations are due to Jenny Rohn and the rest of the team for doing such a fantastic job. The Guardian makes this clear, stating that science is usually a non-issue for the Treasury, but this time it was

high on the political radar because strong representations have been made by the scientific community about what they have described as “long term and irreversible” damage to the UK economy if there are deep cuts to research funding.

That means everyone who wrote to their MP or lobbied or went on the demo really did make a difference. Give yourselves a collective pat on the back!

BUT (and it’s a very big BUT) we’re by no means out of the woods yet, at least not those of us who work in astronomy and particle physics. As the BBC article makes clear, the level cash settlement for RCUK comes with an instruction that “wealth creation” be prioritised. The budget for RCUK covers all the research councils, who will now have to make their pitch to RCUK for a share of the pie. It’s unlikely that it will be flat cash for everyone. There will be winners and losers, and there’s no prize for guessing who the likely losers are.

The performance of the STFC Executive during the last CSR should also be born in mind. STFC did very poorly then at a time when the overall funding allocation for science was relatively generous, and precipitated a financial crisis that STFC’s management still hasn’t properly come to grips with. The track-record doesn’t inspire me with confidence. Moreover, at a town meeting in London in December 2007 at which the Chief Executive of STFC presented a so-called delivery plan to deal with the crisis he led his organisation into, he confidently predicted a similarly poor settlement in the next CSR. Talk about a self-fulfilling prophecy. Let’s hope they get their act together better this time.

Taking all this together it remains by no means improbable that the STFC budget could be squeezed until the pips squeak in order to liberate funds to spend elsewhere within RCUK on things that look more likely to generate profits quickly. The nightmare scenario I mentioned a few days ago is still on the cards.

As we all know, STFC’s budget is dominated by large fixed items so its science programme is especially vulnerable. As the BBC puts it

So any cut in [STFC’s] budget will be greatly magnified and it is expected that it will have to withdraw from a major programme. Alternatively, it would have to cutback or close one of its research institutes.

We could have to wait until December to find out the STFC budget, so the anxiety is by no means over. However, the ring-fencing of RCUK’s budget within BIS may bring that forward a bit as it would appear to suggest one level of negotations could be skipped. We might learn our fate sooner than we thought.

Overall, this is a good result in the circumstances. Although it’s a sad state of affairs when a >10% real terms cut is presented as a success, it’s far less bad than many of us had expected. But I think STFC science remains in grave danger. It’s not an escape, just a stay of execution.

But there is one important lesson to be learned from this. When the STFC crisis broke three years ago, reaction amongst scientists was muted. Fearful of rocking the boat, we sat on our hands as the crisis worsened. I hope that the success of the Science is Vital campaign has convinced you that keeping quiet and not making a fuss is exactly the wrong thing to do.

If only we’d been braver three years ago.

Astronomy Cuts Rumour Mill

Following on from my recent post of the STFC budget, and the comments thereon, I thought it might be useful to make the discussion a bit more prominent as the scale of the cuts is revealed this week and people feel the consequent need to work off nervous energy.

To get things started I’ve taken the liberty of paraphrasing some of  Paul Crowther‘s comments (in italics):

More or less 20% of the total STFC budget shifts across to UKSA from April 2011. This means the STFC budget will reduce from around £570m to around £455m even if the settlement is flat-cash. Grants for space science exploitation remain the responsibility of STFC even after the transfer of the other space activity to UKSA.

George Osborne has announced that ‘infrastructure’ cash from LFCF (Capital Fund) will go towards an upgrade of the Diamond light source. This is a different pot of money from individual Research Councils, but still part of the overall RCUK budget. The Drayson plan for STFC was always to separate Harwell operations (Diamond, ISIS, CLF) from the rest of STFC programmes, so support for Diamond upgrade is likely to come with operations cash too.

Putting these two items together, the STFC allocation will shrink and some of the remaining cash is going to be ring-fenced for Diamond operations. Assuming that the overall RCUK budget falls by  20%  in near-cash terms and 50% in capital on Wednesday 20th and STFC not do worse than “average” across the RCUK portfolio, the cash+capital for the rest of the non-UKSA programme at STFC would fall by 25% or so, i.e. approx £100 million pounds less to spend per annum than at present.

In practice this might mean..

…Mothballing ISIS + CLF (£35m)  AND withdrawing from ESO (£30m) AND cancelling all PP grants (£24m) AND stopping all accelerator R& D (£8m)…

… or some other equally hideous combination of items  in the spreadsheet.

In other words this really would be  “game over” for large parts of STFC science. Even if the cuts are at the level of 15%, which is apparently what the word on the street is saying, then there are still going to be extremely hard choices.

One nightmare possibility is that STFC not only cuts back on new research grants – as it has already done by approximately 40% over the past three years – but actually decides to claw back grants it has already issued. If this happens at the same time as the Treasury slashes HEFCE’s support for research through the QR element then many physics departments will go under very quickly, as they will no longer be even remotely viable financially.

We’re on the brink…

STFC Budget 2010-11

I’m sure many readers working in astronomy and particle physics will find it interesting reading, though others will probably find it incredibly boring.

(Guest Post) STFC – It isn’t just about money

As Peter has reported on this site, physicists around the country are anxiously awaiting the results of the forthcoming Comprehensive Spending Review. Scientists whose research is supported by the Science and Technology Facilities Council (STFC)  are particularly anxious.  Since its creation, STFC has gone through two difficult scientific prioritisation exercises. Many excellent projects have been cancelled and grants supporting University groups have been cut savagely, by about 35%. STFC science has already descended into the Royal Society’s ‘game over‘ scenario. All of this has happened before the consequences of the economic crisis have hit the science budget. STFC has left itself uniquely poorly placed amongst the Research Councils to absorb further reductions following the CSR.

It is for this reason, that I and a few others organised a petition expressing a loss of confidence in the Chief Executive of STFC. The petition was signed by 916 researchers, including 162 Professors and 18 Fellows of the Royal Society. It was formally submitted to the STFC Chair (Michael Sterling) on 1st July together with an explicit request that STFC Council should review its role in this loss of confidence.

People will have had many different reasons for signing the petition. I made my views public well in advance (see my Letter to Lord Drayson). In all of my letters to ministers and others concerning the STFC ‘crisis’, I have never asked for more money. More money would help, of course, but this is utterly unrealistic in the current economic circumstances. No, over the last three years I have been lobbying for good governance. The strutural difficulties with STFC were easy to identify and I believe that with good governance the STFC programme could have been managed without such a catastrophic loss of science. Over three years, STFC have failed to establish a compelling narrative, strategy and constructive engagement with its science community. When one bears in mind that about 40 % of Physics staff work in areas for which STFC is the primary funding source, the consequences of the STFC crisis for University Departments, and the rest of the science base, are indeed serious.

So, whatever the outcome of the CSR, there are governance issues that we should be concerned about. There are three that I would like to raise here:

1. Fellowships and grants. Senior scientists from outside the UK point to the Fellowships and Rolling Grants as two of the most effective features of the UK funding system. Both are now under threat. I was responsible for making the case for the current 5 year system to PPARC Council. In addition to the evident benefits of continuity and reduction in peer review, Council need to understand that recruitment for postdocs involves a substantial lead time. If we are to compete for the best postdocs around the world (and not lose our best post docs), grant funds must be committed four years in advance. The 5 year rolling grant system, even with tapers, allows groups to advertise posts on an international timetable and to vire funds to maximise science output. Any move to responsive mode 3 year grants is guaranteed to deliver less science for a fixed amount of money. I would vigorously defend the Fellowships. Fellowships encourage scientific independence and provide a valuable “bottom-up” correction to the increasingly narrow “top-driven” science programme of STFC. Attacks on Fellowships and Rolling Grants will inevitably lead to a more introspective and less internationally competitive science programme.

2. The Composition of STFC Council. STFC Council, with a minority of leading research scientists, differs from other Research Councils. I have had several vigorous discussions with Michael Sterling concerning this issue and, in particular, the recent decision by BIS to appoint three new non-academic members to STFC. This led me to write a long letter to Adrian Smith (Director General of the Research Councils) reproduced here. Professor Smith replied that he approved of the present balance of Council and thought that it was compatible with the recommendations of previous reviews. I will leave readers to decide whether they agree. This is not a minor point. My experience on PPARC Council was that `lay members’ can often provide interesting perspectives on problems, but if they lack understanding of the science (sometimes alarmingly so) they will tend to accept the recommendations of the Executive. STFC needs a scientifically strong Council. Competent management is not enough. It is easy to keep within budget – you can be tough about cutting things. It is much harder to maximise the amount of science that you can do on a fixed budget. For that you need a scientific strategy and scientific judgement.

3. The New CEO. The search has begun for a new Chief Executive. There is one school of thought that a suitable candidate may be found from the corporate sector. Someone who may not understand the science, but would be a capable manager and communicator. I think that this would be a disaster. In my view, it is essential that a new CEO have an understanding of the science programme at STFC and should be prepared to act as an enthusiastic advocate for STFC science. We need a CEO who can engage constructively with the academic community and, when times are tough, articulate a strategy to limit the loss of science rather than gloat at our misfortune.

It would be great to have more money for STFC science. But money isn’t everything – we need to pay attention to governance issues as well. If we had been braver back in 2008 and openly challenged the Executive, we might not be in such a weak position now. We should not be so reticent in the future.

The Instinct of Hope

A strenuous and stressful three days commuting to and from sunny Swindon for the STFC Astronomy Grants Panel are now over, just in time for the onset of teaching term next week. For reasons of confidentiality I can’t talk about the actual business of the grants panel, and it’s nowhere near finished anyway – there are several more meetings to come before any results come out. I would say, though, that it’s a curious job that manages to be both inspiring and depressing at the same time. The inspiring thing is that you get to read about so much really exciting science being done by all kinds of people in departments all over the country; the depressing thing is knowing that there isn’t anywhere near enough money to support all the things that one would like to in an ideal world. And our world is becoming less like an ideal one every day…

I decided for these three days not to stay in Swindon but to commute to and from from Cardiff. On balance, I think that was a good decision: I got to sleep in my own bed, didn’t have to arrange for someone to do Columbo’s jabs, and also saved STFC quite a bit of money – a day return from Cardiff to Swindon, a trip of almost exactly one hour each way, is only £26.80 at peak time. The downside was that I’ve been up at 5am each morning and have been in a vegetative state by the time I got home each evening, including this one!

Anyway, lacking the energy to put together a proper post, I’ll just put up this poem by John Clare which appeared in the  Guardian last saturday and which, for some reason, popped into my head during the train journey home. Somehow it seems apt.

Is there another world for this frail dust
To warm with life and be itself again?
Something about me daily speaks there must,
And why should instinct nourish hopes in vain?
‘Tis nature’s prophesy that such will be,
And everything seems struggling to explain
The close sealed volume of its mystery.
Time wandering onward keeps its usual pace

To meet that calm and find a resting place.
E’en the small violet feels a future power

The Invisible Ma(so)n

I couldn’t resist sharing this little item I saw on the back page of the last issue of Research Fortnight:

can’t help noticing that he has been remarkable only
by his absence recently. No site visits, no photo ops, no
community chit chats. He is due to stand down in March
2012, but how should we interpret his low profile in the
meantime? Surely no one can have built up that much
unused holiday?

On the other hand, the last time the Chief Executive of the Science and Technology Facilities Council (STFC) got involved in a Comprehensive Spending Review (in 2007), the outcome for his organization could hardly have been described as positive. Perhaps other members of the STFC Executive have decided to send him on a fact-finding mission to the Outer Hebrides in order to stop him messing up the negotations this time?

Unravelling Cable

I woke up this morning with the Vince Cable Blues, owing to an item on the BBC News concerning a speech by the Secretary of State for Business, Innovation and Skills that clearly signals that the forthcoming Comprehensive Spending Review will entail big cuts to the UK’s science budget.

It was a depressing way to start the day, but I for one wasn’t particularly surprised by the news. We all know big cuts are coming, the only remaining questions are “how big?” and “where?”. However, when the text of the speech was released, I was shocked by what it revealed about the Secretary of State’s grasp of his brief.  Read it for yourself and see if you agree with me.

Vince Cable: Out of his Depth

Of course there are the obligatory  platitudes about the quality of the UK’s scientific research, a lot of flannel about the importance of “blue skies” thinking, before he settles on the utilitarian line favoured by the Treasury mandarins who no doubt wrote his speech for him: greater concentration of research funding into areas that are “theoretically outstanding” (judged how?) or “commercially useful” (when?). In fact one wonders what the point of this speech was, as it said very little that was specific except that the government is going to cut science. We knew that already.

For what it’s worth I’ll repeat my own view that “commercially useful” research should not be funded by the taxpayer through research grants. If it’s going to pay off in the short term it should be funded by private investors or venture capitalists of some sort. Dragon’s Den, even. When the public purse is so heavily constrained, it should only be asked to fund those things that can’t in practice be funded any other way. That means long-term, speculative, curiosity driven research. You know, science.

So was Cable’s speech was feeble-minded, riddled with clichés, and totally lacking in depth or detail? Yes.  Was it surprising? No.

What was surprising, at least to me, is Cable’s deliberate use of spurious numbers to back up his argument. For example,

Its is worth noting in the last RAE 54 per cent of submitted work was defined as world class and that is the area where funding should be concentrated.

This appears to be what Cable  was referring to when he stated on the BBC Radio 4 Today Programme that  “45% of research grants were not of excellent standard”.

For one thing, there’s a difference between a research grant and the money allocated by HEFCE through the Research Assessment Exercise (RAE); more about that in a moment. Moreover, at least in England,  RAE funding is only allocated to grades 3* and 4* anyway, so the concentration he talks about is already happening. The comment is made all the more meaningless, however, because the 54% was actually imposed on the assessment panels anyway; they were told to match the outcome of their deliberations to a target profile. The figure quoted is therefore hardly an objective measure of the quality of scientific research in the UK.

When it comes to research grants – usually obtained from one of the Research Councils, such as the Science and Technology Facilities Council (STFC) scientists apply for funding and their proposals are assessed by panels. In the case of STFC I can assure every one that the only proposals funded are those graded excellent, and there isn’t anything like enough money to fund all the proposals graded that way. Further cuts will simply mean that  even more excellent research will have to be scrapped, and even more excellent scientists will  go abroad.

This basic misunderstanding convinces me that Vince Cable is completely out of his depth in this job. That’s very unfortunate because it means he will probably be susceptible to manipulation by the dark side (i.e. the anti-science lobby in Whitehall). Already  someone – most likely a Civil Service mandarin with an axe to grind – seems to have  duped him into thinking that 45% of  taxpayer’s money funds mediocre research. What with him already singing so enthusiastically from the Treasury hymn sheet, I fear they have got him exactly where they want him. Rarely has a new arrival in the Whitehall jungle gone native so quickly.

Another remark of his that was quoted today is that “the bar will have to be raised somewhat” in terms of  science funding.  At the next General Election I hope the British people, especially those foolish enough to opt for the Liberal Democrats last time, will “raise the bar” when it comes to deciding who is worthy of their vote. I’m sure of one thing, though. The fraction of British politicians who are “mediocre” is an awful lot higher than 45%.

STFC Grants Consultation

I thought I’d put my community service badge on today and draw the attention of any astronomers or particle physicists reading this blog that the Science and Technology Facilities Council (STFC) is consulting on proposed changes to the ways it funds research grants. I can hardly over-emphasize the importance of this issue, especially for those of us working in University departments who rely on grant funding in order to carry out our research.

There is a consultation form on which you can post comments on the alternatives outlined in the accompanying document.

Regrettably, only three options are offered. In brief, they are

  1. All grants to be 3-year “standard” grants (i.e. no more “rolling” grants at all)
  2. Some (a small number?) of 6-year “core” grants introduced, mainly to cover the cost of technical support staff.
  3. The status quo (i.e. mixture of 3-year “standard” and 5-year “rolling” grants).

I’m not going to comment on these here, as my intention is just to draw your attention to the fact that this consultation is open and that the deadline is very soon: Monday 6th September 2010, at 4pm. I would have thought it’s probably a good idea for groups to submit collective responses where possible, but I’m sure all feedback would be welcomed.

We don’t know how much of a grant programme will remain after the forthcoming Comprehensive Spending Review, but it’s even more important to make the system as efficient and fair as possible when we know money is going to be tight.
