Why should Wales subsidise English universities?

As the argument about increased tuition fees for English universities  intensifies in the run-up to Thursday’s debate in the House of Commons,  the Welsh Assembly Government last week announced that fees for students in Wales would rise to a basic level of £6000 per year, with a possible increase to £9000 “in certain circumstances”.

I’m a bit surprised that the WAG made this announcement in advance of the vote in Westminster, as it seems to me to be by no means certain that England will introduce the post-Browne system that Wales is copying. If the increased fee measure for England doesn’t get through Parliament then Welsh universities will find themselves out on a limb.

More generally, I find it extremely disappointing that there seems to be absolutely no independent thinking going on in Wales about Higher Education funding. The responsibility for this is devolved to the WAG, but time and time again it simply copies what the English are doing. What’s the point of having devolution if you haven’t got politicians willing and able to be different from the Westminster crowd?

One thing that Welsh Assembly Minister Leighton Andrews did announce that isn’t the case in England is that students domiciled in Wales would be protected from any tuition fee rise by a new system of grants, meaning that the Welsh Assembly will pick up the tab for Welsh students. They will still have to pay the existing fee level of £3290 per annum, but the WAG will pay the extra (between about £3K and £6K). This is good news for the students of course, but the grants will be available to Welsh students not just for Welsh universities but wherever they choose to study. Since about 16,000 Welsh students are currently at university in England, this means that the WAG is handing over a great big chunk (at least 16,000 × £3000 = £48 million) of its hard-earned budget straight back to England. It’s a very strange thing to do when the WAG is constantly complaining that the Barnett formula doesn’t give them enough money in the first place.

What’s more, the Welsh Assembly grants for Welsh students will be paid for by top-slicing the teaching grants that HECFW makes to Welsh universities. So further funding cuts for universities in Wales are going to be imposed precisely in order to subsidise English universities. This is hardly in the spirit of devolution either!

English students wanting to study in Wales will have to pay full whack, but will be paying to attend universities whose overall level of state funding is even lower than in England (at least for STEM subjects whose subsidy is protected in England). Currently about 25,000 English students study in Wales compared with the 16,000 Welsh students who study in England. If the new measures go ahead I can see fewer English students coming to Wales, and more Welsh students going to England. This will have deeply damaging consequences for the Welsh Higher Education system.

It’s very surprising that the Welsh Nationalists, Plaid Cymru, who form part of the governing coalition in the Welsh Assembly, have gone along with this strange move. It’s good for Welsh students, but not good for Welsh universities. I would have thought that the best plan for Welsh students would be to keep up the bursaries but apply them only for study in Wales. That way both students and institutions will benefit and the Welsh Assembly’s budget will actually be spent in Wales, which is surely what is supposed to happen…

Higher Education Spending in Wales

Just a quick post to pass on the news that the Welsh Assembly has now published its draft budget for 2011/12 (and following years). You can find the documents related to this here, the most useful one of which is this.

I haven’t got time to comment in detail but, being a university employee, I skipped directly to the section about Higher Education and found the following:

In order to direct funding to schools and skills, the majority of budget reductions have been focused on specific budgets. Higher Education will receive a reduction over the next 3 years of £51m. This amounts to some 11.8%, compared to the severe reductions proposed in England. The planned reductions will facilitate the statutory commitment to provide financial support for Higher Education students, numbers of which have increased significantly over the past two years. This does not predetermine the Welsh Assembly Government’s response to the Browne Review. The reductions include the efficiency savings we expect to be delivered through the implementation of our Higher Education strategy, For our Future. The commitment to the development of the University of the Heads of The Valleys (UHoVI) and Coleg Cymraeg Cenedlaethol (formerly Coleg Federal) will, however, remain a priority to
be funded from this budget.

In other words, Higher Education is to bear the brunt of protecting the budgets for Schools (which remains roughly level in cash terms) and  Further Education (which is cut by about 2%). Clearly the WAG must either think that  maintaining funding for Higher Education  is a low priority or that money saved from HE can be recouped some other way (i.e. through increasing fees or cutting student support).

An 12% cut in cash terms is much worse in real terms, of course, but the draft budget doesn’t give any details of how this is going to be broken down in terms of research and teaching allocations. Moreover, the Welsh Assembly has yet to formulate a response to the Browne Review which has resulted in proposals for tuition fees up to £9000 per annum in England. Since the Welsh Assembly elections are to be held next May, it is highly unlikely that a new tuition fee system for Wales  will be in place before then. Moreover, the fact that funding is being diverted into the new institutions described above suggests that even less money than this will be available for established universities.

We also don’t know the extent to which research will be protected. In England, a cut of 40% has been applied to teaching budgets from next year, with research funding largely preserved. It appears something similar is going to happen in Scotland, but with a much smaller overall cut to the universities budget there. Will Wales follow the same pattern, or will it sacrifice any chance of having high quality research-led universities by single-mindedly pursuing its “regional agenda”?

The Day After: A Welsh Perspective

It’s well after 11am and I’m still at home. Came down last night with some sort of bug that kept me awake nearly all night with frequent visits to the smallest room in the house. Whatever it is is still rumbling on so I’ve decided to stay at home until I give myself the all clear.

This sudden attack of lurgy is probably not connected with yesterday’s dramatic announcements of the results of the comprehensive spending review, which are now being dissected and analysed all over the mainstream press, the blogosphere, and countless common rooms around the country.

I haven’t got the energy right now to go over the ramifications in detail, but encourage you to read the whole thing, which is available in a nifty online reader for your perusal. I will, however, make a few brief comments, with particular emphasis on the situation here in Wales.

First, the announcement of large cuts to the teaching budget administered by HEFCE has clearly sent shockwaves through academia. It appears that only STEM subjects will continue to receive the state contribution and in future students will have to bear the full cost of tuition (but only after they’ve graduated and started to earn over the threshold of £21K). As a supporter of the Science is Vital campaign I was relieved that we seem to won a victory, although the war is far from over. However, I feel great sadness at the cost that our success seems likely to inflict on other disciplines. If you think these are nervous times for scientists, imagine what it must be like working in the Arts and Humanities.

Of course this all applies directly only to English universities: the budgets for Higher Education in Scotland, Wales and Northern Ireland are administered separately, so in principle things could work out very differently for Higher Education here in Wales.

However, the total amount of money available for the Welsh Assembly Government (WAG) to spend is fixed by the Westminster government through the Barnett Formula. This determines the overall cash for the devolved governments by allocating a proportion of what England spends on those things that are devolved., i.e. Wales is notionally allocated an amount for Higher Education which is proportional to HEFCE’s allocation and similar for other areas of spending such as Health. Once the size of the overall pot is fixed, however, the WAG is not obliged to spend its money in the same way that England does.

Buried in the pages of the CSR document is Wales’ allocation over the CSR period, which shows real terms cut of about 7.5% over the term. However, the Welsh Assembly Government’s reaction puts it rather differently:

In real terms, our total Budget is set to fall by around 3.1% per year on average, or 12% in total over the coming four years. This means that our Budget in 2014/15 will be £1.8bn lower in real terms than it is this year. Overall, in cash terms the reductions to our Budget will be 3% over the period.

Our capital Budget has been hit particularly hard, and will be cut by 40% in real terms – 34% in cash terms – over the next four years. This substantial reduction, particularly next year, where the cut is more than 25% in real terms, will clearly have a major impact on the private as well as the public sectors.

These figures seem different from those in the CSR document, which might be because of some nuance such as the way capital expenditure is accounted. If anyone can explain the discrepancy through the comments box I’d be grateful.

The main point is, though, that if Wales is going to keep current levels of investment in Higher Education (or even cut less than the English are doing) then it will have to take the money from elsewhere, which is not going to be easy to get through the Welsh Assembly. The picture, therefore, may not be any better here in Wales than it is in England, and could well turn out even worse, depending on how the WAG sets its own spending priorities. To complicate matters further, there’s an election next year for the Welsh Assembly, so there’s a wider political perspective to consider.

Within the overall issue of Higher Education spending is the question of whether Wales will decide to protect funding for STEM disciplines at the expense of all others. The WAG has already produced a document that suggests a strong focus on the so-called regional agenda, which may mean more money going into Further Education, vocational training, and part-time studies rather than, say, research-led science. I know what I would prefer, but whatever I say, it’s the WAG’s decisions that really count. And so it should be. After all, unlike me, they were elected!

Of course, if STEM subjects aren’t protected in Wales, those of us working in those areas are likely to lose even more ground to English universities, which already out-perform us in many respects. We have to make our case as best we can and see what happens.

However, I will end with some more local news which is extremely promising. Yesterday we had a staff meeting in the School of Physics & Astronomy at Cardiff University during which two extremely positive items came to light. One is that we will shortly be interviewing for the extra physics posts we advertised some time ago. Hopefully there will be a new Professor and three new Lecturers joining the staff in the very near future. I’m told we had a huge number of applicants for these positions, and the shortlists for these positions are very strong indeed. This is all very encouraging.

On top of this there is another exciting development on the horizon. After the disappointing outcome of the last RAE for physics in Wales, we have been thinking very hard at working closer with colleagues at Swansea with a view to building a sort of South Wales Physics Alliance. The departments are complementary in many ways: Swansea does particle physics, but Cardiff doesn’t; Cardiff does astronomy, but Swansea doesn’t. Where we are both relatively weak is in so-called “mainstream” physics, which is in the minority in both departments. With a bit of help, I think these two small(ish) departments could form a research institute that really challenges our competitors abroad (especially in England). I’m strongly in favour of this plan, and hope it goes ahead with full HEFCW support (including extra cash), but in this as in some many things, it’s a case of “fingers crossed”.

Universities Challenged

The news headlines over the last couple of days have been dominated by remarks made by David Willetts, Minister for Universities and Science, who has called for a radical overhaul of the way UK universities are organized and funded. Predictably, his comments set alarm bells ringing about the savage cuts likely to be coming our way, but I hope it’s not just about slash-and-burn and that some imagination is applied to the problem of sorting out the mess the system has become. We’ll see.

According to a piece in the Guardian, for example, Willetts suggested that some students could study at smaller local colleges instead of going to a big university, but these colleges would teach courses designed and administered by the larger “elite” institutions, such as the University of London. This suggestion isn’t  exactly new because it’s actually how things used to work many years ago. In fact, Nottingham University, where I used to work used to be Nottingham University College and its degrees, along with those of a number of similar provincial universities, were University of London degrees. Nottingham University only got the power to award its own degrees in 1948. Of course, there wasn’t really such a thing as distance learning in those days, so there’s a possibility that a 21st Century revival of this basic idea could turn out very differently in terms of how things are actually taught.

On the up side of this suggestion is the fact that it would be a lot easier to maintain standards, if examinations were set by a common body. On the down side is the fact that the distinctive flavour of speciality courses taught in different colleges, which is a strength of research-led teaching, would be lost. In between these positives and negatives there is a huge grey area of questions, such as where the funding would go, precisely which universities should administer the changes and so on. A lot of thinking and planning will be  needed before anything like this could be implemented.

Let me add two more specific comments to this. First, I think Willetts’ suggestion would make a lot of sense here in Wales where it could be easily implemented by returning to the old University of Wales.  As I’ve mentioned before, as well as suffering from many of the problems besetting the English university system, the Principality has a few extra ones all its own. Among the most pressing is the proliferation of small colleges and the consequent duplication of administrative systems. I think a great deal of money could be saved and teaching quality improved by cutting out the unnecessary bureaucracy and having the smaller places administered by a larger central University (as Willetts imagined with the University of London).

My other comment is specific to my own subject, physics (and astronomy). The problem with this – and other laboratory based STEM subjects – is that it’s very difficult to imagine how they can actually be taught at all at degree level without access to research laboratories for, e.g., project work. This is why physics is only taught in 40-0dd of the 131 universities and colleges around the UK. You can call me old-fashioned, but I just don’t think it’s either possible or desirable to separate teaching from research in science subjects in the way this plan seems to suggest. I know some colleagues of mine disagree strongly with this, but there you go.

Behind this proposal is the issue of student funding, as it is at least partly motivated by the suggestion that students could stay at home and study at a local college instead of moving to a university further away, which would necessitate them taking out student loans which the Treasury has to pay out. 

There’s also the issue of fees. At the moment students in England are expected to pay a flat-rate annual fee of £3225. In addition to this the government pays to the University concerned an amount called the “Unit of Resource”. Last year, in England, the basic amount was around £4K but there is multiplier for more expensive courses. Clinical medicine, for example, attracts four times the basic rate. Subjects like physics and chemistry get a multiplier of 1.7 (so each student comes with around £6.7K of funding). Subjects with no laboratory component, i.e. most Arts and Humanities courses,  just get the bog-standard amount.

I think there’s an obvious problem with this system, namely that physics (and other science subjects) are  much more expensive to teach than the formula allows for. The total income per student for an arts subject would be about £7.2K, while that for physics is about £10K. Why bother with all that expensive laboratory space and shiny new kit when the funding differential is so small. That’s another reason why so many universities have scrapped their physics departments in favour of cheaper disciplines that generate a profit much more easily.

Coincidentally I attended a lunch yesterday with some of our soon-to-be-graduating students. I’ve been a member of a committee working on updating our Physics courses and we wanted to discuss the proposed changes with them. One of the group was a mature student who had already done an English degree (at another university). She said that a physics drgee was much harder work, but was impressed at how much more contact she had with staff. Like most physics department, virtually all our teaching is done by permanent academic staff. Students doing  Physics at Cardiff get about three times as many contact hours with staff as students doing English. It’s unfair to compare apples with oranges, but I’m convinced the funding model is stacked against STEM subjects.

The awful financial climate we’re in has led to a general sense of resignation that the government contribution to university education (the Unit of Resource) is going to decrease and the student contribution go up to compensate. However, there’s a Catch-22 here for the Treasury. If the tuition fee goes up students will have to borrow more, and the Treasury doesn’t want to take on more  subsidised student loans. It seems much more likely to me that the cuts will be achieved by simply reducing the number of funded places. However, in the light of what I argued above, I think this is a great opportunity to think about what is the correct Unit of Resource for different subjects. If we all agree the country needs more scientists and engineers, not less, I’d argue that funded places elsewhere should be cut, and that the difference between arts and science units of resource also be substantially increased.

I’d even go so far as to suggest that there should be zero-rated courses, i.e. those which students are welcome to take if they pay the full cost but to which the government will not contribute at all. That should put an end to the Mickey Mouse end of Higher Education provision once and for all.

PS. A review of the tuition fee system is currently taking place but isn’t due to report until the autumn. It is led by Lord Browne who was formerly the boss of BP. I wonder if there’ll be any leaks?

Among the Crachach

Catching up on the news by looking through my copy of last week’s Times Higher, I came across an account of a speech made by Welsh Assembly Minister Leighton Andrews about the Future of Higher Education in Wales. I mentioned this was coming up in an earlier post about the state of the Welsh university system, but wasn’t able to attend the lecture. Fortunately, however the text of the lecture is available for download here.

There is some discussion of positives  in the speech, including a specific enthusiastic mention of

the involvement of the School of Physics and Astronomy in the international consortium which built the Herschel Space Observatory.

I was pleased to see that, especially since much of the rest of it is extremely confrontational. Much of it focusses on the results of a recent study by accountants PriceWaterhouseCooper that revealed, among other things, that  52% of the funding provided by the Welsh Assembly Government for higher education goes on adminstration and support services, with only 48% to teaching and research. Mr Andrews suggests that about 20% of the overall budget could be saved by reducing duplication and introducing shared services across the sector.

I can’t comment on the accuracy of the actual figures in the report, but I wouldn’t be surprised if they were correct.  They might shock outsiders to the modern higher education system but most universities – not just those in Wales – seem to employ at least as many administrative staff and support staff as “front-line” teachers and researchers. I’m likewise sure that the Welsh Assembly employs many more such staff than there are Members…

Within academic Schools we need to employ staff to handle financial matters, student records, recruitment, admissions,  and general day-to-day administration. On top of that we have technical staff, to support both research and teaching laboratories as well as computing support staff. Add them all together and you definitely have a number comparable to the number of academic staff,  but  they don’t account for 52% of our salary bill because they are generally paid less than lecturers and professors. The mix in our School is no doubt related to the specific demands of physics and astronomy, but these staff all provide essential services and if they weren’t there, the academic staff would have to spend an even greater part of their time doing such things themselves.

As well as the staff working in individual Schools there are central administrative departments (in Cardiff they’re called “directorates”) which don’t employ academics at all. I have no idea what fraction of Cardiff’s budget goes on these things, but I suspect it’s  a big slice. My own anecdotal experience is that some of these are helpful and efficient while others specialise in creating meaningless bureaucratic tasks for academic staff to waste their time doing. I think such areas are where 20% savings might be achievable, but that would depend on the University having fewer and less complicated “initiatives” to respond to from the WAG.

The Times Higher story discusses the (not entirely favourable) reaction from various quarters to Mr Andrews speech, so I won’t go into it in any more detail here.

However, I was intrigued by one word I found in the following paragraph

 I was interested to learn recently that some members of university governing bodies have been appointed on the basis of a phone call. Who you know not what you know. It appears that HE governance in post devolution Wales has become the last resting place of the crachach.

Crachach? Being illiterate in the Welsh language this was a new one on me. However, I found an article on the BBC Website  that revealed all.

The term used to denote local gentry but 21st century crachach is the Taffia, the largely Welsh-speaking elite who dominate the arts, culture and media of Wales and to a lesser extent its political life.

It goes onto say

The Vale, Pontcanna and Whitchurch are crachach property hotspots while barn conversions in Llandeilo and cottages in Newport, Pembrokeshire, provide weekend retreats.

Hang on. Pontcanna? That’s where I live! I wonder if they let foreigners join the crachach, provided of course they learn the Welsh language? I note however that “arts culture and the media” is their remit, so science apparently doesn’t count. Perhaps I could start a scientific wing? Maybe those Welsh lessons will be useful after all. I’m told that the crachach always manage to get tickets for the big rugby matches…

On a more serious note, however, that part of Leighton Andrews’ speech stressed the importance of university governance. If he’s true to his word he should look into the Mark Brake affair. I think the taxpayers of Wales have a right to know what’s been going on.

The Graveyard of Ambition?

The news today is full of speculation about the nature and extent of impending public spending cuts expected to be announced in the Queen’s Speech next Tuesday. Among the more specific figures being bandied about is a £700 million cut to the budget Department of Business, Innovation and Skills (BIS) which encompasses both scientific research and the university sector. It’s impossibly to say precisely where the axe will fall, but it’s very likely that university-based science groups in England will face a double-whammy, losing income both from HEFCE and from the Research Councils. The prospect looks particular dire for Physics & Astronomy, which rely for their research grants on the Science and Technology Facilities Council (STFC) which savagely cut back science research even before the credit crunch arrived. If STFC gets cut any further  then the result will be even worse carnage un universities than we’ve experienced over the last year or two, especially since it looks like there will be no changes in its Executive.

Here in Wales the situation is even more complicated, as is explained in a long article in this week’s Times Higher. Cuts to the Research Councils will, of course, affect university research groups in the Principality as their remit covers the whole of the United Kingdom. However, responsibility for Higher Education in Wales is devolved to the Welsh Assembly Government. This means that any cuts to the University budget announced next week will not apply here (nor indeed in Scotland or Northern Ireland).

However, as I’ve blogged about before, it’s not obvious that this is good news for fundamental science in Wales. The Welsh Assembly Government’s blueprint for the shape of Higher Education in Wales, For Our Future, signals what could be dramatic changes in the way university funding is allocated here. There’s a lot of nervousness about how things will pan out.

Currently, most university funding in Wales comes through HEFCW in the form of recurrent grants. However the WAG has recently set up a Strategic Implementation Fund which in future supply 80% of all university funding. The new(ish) Minister responsible for Higher Education, Leighton Andrews (who will be giving a public lecture in Cardiff about the changes next week) seems to be determined to take control of the sector. It’s good to have a Minister who shows some interest in Higher Education, but I’m wary of politicians with Big Ideas.

We’ll have to wait and see what happens over the next year or so, but I think there’s an opportunity for Wales to do something truly radical and break away from systems that simply copy those in place in England with a much lower level of resource. Given that HEFCW has already been told how 80% of its funding should be administered, why bother with HEFCW at all? Scrapping this quango will remove a buffer between the universities and the WAG, which might be a dangerous thing to do, but will also save money that could be spent on higher education rather than bureaucracy. And while we’re at it, why doesn’t the WAG take Welsh universities out of the Research Excellence Framework? In the new era why should Welsh universities be judged according to English priorities?

On the teaching side, the WAG wants to see more flexible study options, more part-time degrees (including PhDs), more lifelong learning, and so on. I think that’s a reasonable thing to aim for given the particular socio-economic circumstances that pertain in Wales, but I can’t really see scope for significant numbers of part-time degrees in physics, especially at the doctoral level.

A crucial issue that has to be addressed is the proliferation of small universities in Wales. England has a population of 49.1 million, and has  91 universities (a number that many consider to be way too high in any case). The population of Wales is just 2.98 million but has 12 universities which is about twice as many per capita as in England. I for one think this situation is unsustainable, but I’m not sure to what extent mergers would be politically acceptable.

The WAG also wants to focus funding on “priority areas” that it perceives to be important to future development of industry in Wales, including health and biosciences, the digital economy, low-carbon technologies, and advanced engineering and manufacturing.  Fair enough, I say, as long as “focus on” doesn’t mean “scrap everything else but”.  The big worry for me is that research doesn’t feature very strongly at all in the WAG’s document, and it isn’t in good shape in any case. According to the last Research Assessment Exercise (RAE), only around 14% of Welsh research is of world-leading quality and most of that (90%)  is concentrated in just four institutions (Aberystwyth, Bangor, Cardiff and Swansea).

Physics in Wales did particularly poorly in the RAE and in any case only involves three universities, Bangor having closed its Physics department many years ago. Indeed the RAE panel went out of its way to make unfavourable comments about the lack of coordination in Welsh  physics – comments, I might add, that went entirely beyond the panel’s remit and should have attracted censure. Physics is also an expensive subject so if we are to do better in future we need additional investment. Cardiff University is doing its best bring this about, but I think we should explore closer ties with Swansea and explicit encouragement from the WAG.

STEM areas are woefully under-represented in Wales. Some think the WAG should seize the chance to boost this area of activity, but others think it’s already too late. According to the Times Higher,

Julie Lydon, vice-chancellor of the University of Glamorgan and the first female head of a university in Wales, says expertise in STEM will have to be developed in “distinct areas”. Given its small size, Wales must be careful to set itself realistic aims, she says.

The country faces a complex challenge, Lydon adds. “We don’t have anywhere near the range and extent of research (that we should) for our size. We’ve got to move it up a gear, and we’ve got to raise aspirations. We’ll do that in niche areas, and we’ll do that by partnership, not on our own.

“We haven’t the scope and scale; Wales isn’t a large enough sector to be able to do that across the board, but it’s an agenda that is slightly wider than the narrow view of STEM.”

A focus on STEM would neglect some areas in which Wales is strong, Lydon says. Thanks to investment from major employers such the BBC, disciplines such as media are growth areas and critical to the economy, but they are not strictly defined as STEM subjects.

No, media studies isn’t a STEM subject. Nor do I think Wales can continue to rely on its economy being propped up by public bodies such as the BBC. The expected round of wider public spending cuts I mentioned at the start of this piece will effectively scupper that argument and I’m sure privatisation of the BBC is on the new government’s agenda anyway. The future requires more ambition than this kind of thinking exemplifies. Sadly, however, ambition doesn’t seem to be something that the Welsh are particularly good at.  Dylan Thomas’s phrase “The Graveyard of Ambition” was specifically aimed at his home town of Swansea, but it does sum up an attitude you can find throughout the country: a  resolute determination to be mediocre.

 Wales is indeed a small country. So is Scotland (population about 5 million), but the Scots have for a long time placed a much higher premium on science and university education generally than the Welsh (and even the English) and they have a thriving university sector that’s the envy of other nations (including England). I think it’s time for a change of mentality.

Our New Chief Scientific Advisor …

I just came across an interesting bit of news that I thought I’d share with those of you who haven’t heard it already. It came out some time ago, in fact, but I  missed it at the time.

Over a year ago I went to a meeting about Science Policy in Wales. One of the issues raised at that meeting was that the Welsh Assembly Government hadn’t yet managed to appoint a Chief Scientific Advisor, despite the results of a review in carried out in 2008 by Sir Christopher Pollock that argued strongly that this should be done. In June 2009, the (new) First Minister Carwyn Jones finally announced that he would proceed with an appointment to this new position but it’s still taken quite a while to get someone to fill the post.

Still, better late than never, and we now know who it is who will advise the WAG on matters scientific. It turns out that the first ever Chief Scientific Advisor for Wales will be John Harries (left), who is originally from Aberavon, and is the University of London Professor of Earth Observation at the Blackett Laboratory of Imperial College London, who has previously been a senior adviser to the UK Government in several roles. Professor Harries will take up his role on May 1, but I think he’ll carry on working at Imperial about 20% of his time.

The Chief Scientific Adviser’s role will be to provide scientific advice to the First Minister and the Welsh Assembly Government, to promote science, technology, engineering and mathematics and the role of science within the wider knowledge economy.

First Minister Carwyn Jones said:

The appointment of Professor Harries as our first Chief Scientific Adviser for Wales will ensure that we build on an impressive track record of achievement, and develop a more effective promotion of science and technology within the wider knowledge economy arena.

This will prove invaluable as we continue to encourage the knowledge, skills and enterprise to strengthen businesses in Wales ahead of the global economic upturn.

According to Professor Harries,

It is a huge honour to be asked to become the first Chief Scientific Adviser for Wales and I look forward with great enthusiasm to carrying out this new role on behalf of the government and people of Wales.

Wales is a small country, but is capable of the intelligent application of new science and engineering as a basis for greater commercial success in industry. The role includes acting as Head of Profession, providing a focus for good practice and the enhancement and encouragement of scientists and engineers in Wales. This is a job that encompasses two (along with my family and rugby) of my great passions – Science and Wales. I will give it my very best effort.

The appointment of a physicist as Chief Scientific Advisor for Wales could be very interesting with regard to the future development of the subject within the Principality. In particular, the recent devastating cuts in the UK’s  astronomy funding have led to some of our astronomers wondering whether they should work on space instruments that look down rather than up, and a move into Earth observation might now be even more timely.

In more general terms, it’s good to see the Welsh Assembly recognizing the importance of science, although whether they see its importance  being connected very narrowly with commerce remains to be seen. Anyway, I think it could turn out to be an excellent move, and I want to take this opportunity to wish Professor Harries the best of luck  in his new job!

Match Day

Unusually for a saturday, I’ve been a bit busy today and I’m also going out later, so I’ll refrain from one of my discursive weekend posts and keep it brief (but not necessarily to any particular point).

Today, of course, is the date of Wales’ first home match in this year’s RBS Six Nations Rugby competition. They lost to England 30-17 last week (at Twickenham) largely because of a bit of indiscipline by Alan Wyn Jones who got himself sent off the field for ten minutes after tripping an England player. England forged ahead during the time Wales were down to 14 men and although Wales fought back later on I thought England deserved to win. It wasn’t, however, a very good game to watch.

The scene was thus set for a home game for Wales in Cardiff  today against Scotland (who lost at home to France last week). It’s really impossible to describe how special it is to be in this city when Wales are playing rugby. The Millennium Stadium can hold about 75,000 which is large compared to Cardiff’s population of around 330,000. The Scottish fans, easily identified by the kilts and the smell of alcohol, were out on the townin large numbers last night. No doubt many of them woke with substantial hangovers this morning, but it has been a beautiful sunny day and the sight of the Scots – blue and tartan – mixing with the Welsh – red and green with a liberal sprinkling of dragons- was marvellous to see as I walked around this morning running a few errands.

The atmosphere in town was just sensational, unique to Cardiff, and enough to make you just want to walk around and soak it up. Actually, enough to make you wish you had a ticket for the match too, which unfortunately I didn’t. Still, it was live on TV.

When I got home the crowds were already walking down past my house towards the stadium, which is only a mile or so away,  for the 2pm kickoff. Among them was the sizeable frame of legendary Welsh rugby hero JPR Williams. He’s quite  old now – a quick look on wikipedia reveals that he was born in 1949 – but he hasn’t changed much at all since his heyday in the 1970s.  Taller than I had imagined.

Anyway, I did a little gardening in the sunshine just before the match started and, standing outside, I could hear the sound of Land of my Fathers being sung before the kickoff all the way from the Stadium. It made the hairs stand up on the back of my neck. Tremendous.

The match itself was strangely disjointed to begin with but ended in extremely exciting fashion. Wales playing surprisingly poorly in the first half and Scotland surprisingly well. Wales appeared nervous and a bit disorganised and the two Scottish tries both involved defensive errors by the Welsh. The half-time score of  Wales 9 Scotland 18 was not what I would have expected before the start of the game, but was a fair reflection of the balance of play at that point.

The second half initially followed a similar pattern, Scotland edging 21-9 ahead at one point,  but Wales gradually crept back into it. However, it was a yellow card for a Scottish infringement that led to Wales gaining enough momentum to claw their way back to 21-24 with a try created by Shane Willians and scored by Leigh Halfpenny. Then, with less than a minute to play,  Scotland lost another player for a cynical piece of foul play that prevented another Welsh try. Wales decided to take the penalty kick to tie the game at 24-24 with just 40 seconds left. The Scots restarted with only 13 men on the field and only seconds left to play, hoping to run down the clock and finish with a draw. However the Welsh were scenting an unlikely victory and the Scots were very tired. The Welsh managed to keep the ball alive – the next dead ball would have been the end of the game – and, unbelievably, Shane Williams popped in to score a try. The match ended Wales 31 Scotland 24.

It wasn’t the best rugby I’ve ever seen in terms of quality, but it’s definitely the most dramatic final ten minutes! I’m not sure the referee was right to allow the restart after the kick to level it at 24-24 as it seemed to me the time was up then. I’m sure the rugby fans in Cardiff  tonight won’t be quibbling, though. The city will be buzzing tonight!

Today was also the day for two important footall matches. In the FA Cup, Cardiff City travelled to Premiership leaders Chelsea and, predictably, got thrashed 4-1. The other match that interested me was Swansea City versus Newcastle United in the Championship. That finished 1-1, a result I was happy with since Swansea are playing well and Newcastle had lost in feeble fashion 3-0 away at Derby County earlier in the week. They go back top, if only by one point.

All in all, a most satisfactory day, and it’s not over yet. Tonight I’m off to the Opera (for the first time in what seems like ages). So guess what tomorrow’s post will be about….
