Cardiff inSPIREs Willetts

The Minister for Universities and Science David Willetts’ important speech today at the Royal Institution in London has already attracted a considerable amount of comment and reaction. I haven’t really got time to comment on it in detail, but in between the expected warning of tough times ahead, it does contain a great deal of extremely interesting and thoughtful material, which I recommend you read if you’re interested in science policy.

Of particular interest to us here in the School of Physics & Astronomy at Cardiff University is that we get a specific mention for the wonderful work done by the Astronomical Instrumentation Group on the development of the SPIRE instrument on the Herschel Space Observatory.  Everyone’s chuffed about it, and delighted that the Minister chose to highlight this particular example of excellence.

In my speech at Birmingham University in May, I spoke of links between the academic and the vocational, the conceptual and the physical. We are not always good at this – we have world-class particle physicists at the Large Hadron Collider but sadly not many British engineers helped to build it. But there are other areas where these links between British science and technology are stronger. We not only have distinguished astronomers, but it was scientists and engineers at Cardiff University who produced the Spectral and Photometric Imaging Receiver for Herschel and Planck. This combination of scientific research and technological advance creates extraordinary dynamism, both intellectual and commercial. I see it as one of my tasks to strengthen these links.

OK, so I know SPIRE wasn’t for “Herschel and Planck” but the AIG was involved with instruments for both these missions so the point is well made anyway.

Stay of Execution

Another beautiful summer’s day here in Cardiff just happened to be the day when the new ConDem government unleashed its much-feared budget. I suppose we were all expecting some combination of  tax rises and spending cuts but nodody I know had managed to predict the details. A big rise in VAT (to 20%) is the headline figure most of the newspapers seem to be running with, but the other side is the one that caught my eye;  average cuts of 25% in “unprotected” Whitehall departments. That means basically everything outside Health and Education, and “Education” doesn’t include Higher Education which falls within the remit of the Department of Business Innovation and Skills.  Universities (in England; Scotland, Wales and Northern Ireland run their own budgets for HE) and the Research Councils are therefore bracing themselves for cuts of 25% or even more; if some departments are cut less than this average, then some will be cut more…

However, the details of how these cuts will be implemented – and, of particular relevance to me, how much the Science and Technology Facilities Council will be chopped – will have to wait until the Comprehensive Spending Review to be announced in October 2010. No doubt the STFC Executive will be using all their political skills and powers of persuasion to argue for a positive settlement. Like they did last time. In other words, we’re doomed.

Incidentally, you can hear Lord Rees’ scathing comments about the inept management of STFC here, although to so involves shaking hands with the devil that is iTunes.

There’s also a two-year freeze on public sector salaries – again, not entirely unexpected – but obviously that will only apply to those who keep their jobs after the departmental budgets are cut by a quarter.

Anyway, no point in griping. We all knew this was coming. The big question now is whether the increases in unemployment and tax rises will stop our feeble economic recovery in its tracks, and how badly the cuts in investment will jeoparside future growth. I’m not sufficiently knowledgeable about economics to comment sensibly on this.

Coincidentally today was also the day that STFC Council met here in Cardiff. Of course they did so behind closed doors, but they also had a quick tour of the buildings and a briefing by our Head of School, Swiss Tony Walter Gear. I’m told one of the Council members asked “Excuse me, but what is Planck?”. Apparently the question was posed by one of the non-scientists on STFC Council. So that’s alright then.

Still, there’s always the elimination of France from the World Cup to gladden the heart of an Englishman. Like STFC, the England  football team will learn its fate soon eough …

Universities Challenged

The news headlines over the last couple of days have been dominated by remarks made by David Willetts, Minister for Universities and Science, who has called for a radical overhaul of the way UK universities are organized and funded. Predictably, his comments set alarm bells ringing about the savage cuts likely to be coming our way, but I hope it’s not just about slash-and-burn and that some imagination is applied to the problem of sorting out the mess the system has become. We’ll see.

According to a piece in the Guardian, for example, Willetts suggested that some students could study at smaller local colleges instead of going to a big university, but these colleges would teach courses designed and administered by the larger “elite” institutions, such as the University of London. This suggestion isn’t  exactly new because it’s actually how things used to work many years ago. In fact, Nottingham University, where I used to work used to be Nottingham University College and its degrees, along with those of a number of similar provincial universities, were University of London degrees. Nottingham University only got the power to award its own degrees in 1948. Of course, there wasn’t really such a thing as distance learning in those days, so there’s a possibility that a 21st Century revival of this basic idea could turn out very differently in terms of how things are actually taught.

On the up side of this suggestion is the fact that it would be a lot easier to maintain standards, if examinations were set by a common body. On the down side is the fact that the distinctive flavour of speciality courses taught in different colleges, which is a strength of research-led teaching, would be lost. In between these positives and negatives there is a huge grey area of questions, such as where the funding would go, precisely which universities should administer the changes and so on. A lot of thinking and planning will be  needed before anything like this could be implemented.

Let me add two more specific comments to this. First, I think Willetts’ suggestion would make a lot of sense here in Wales where it could be easily implemented by returning to the old University of Wales.  As I’ve mentioned before, as well as suffering from many of the problems besetting the English university system, the Principality has a few extra ones all its own. Among the most pressing is the proliferation of small colleges and the consequent duplication of administrative systems. I think a great deal of money could be saved and teaching quality improved by cutting out the unnecessary bureaucracy and having the smaller places administered by a larger central University (as Willetts imagined with the University of London).

My other comment is specific to my own subject, physics (and astronomy). The problem with this – and other laboratory based STEM subjects – is that it’s very difficult to imagine how they can actually be taught at all at degree level without access to research laboratories for, e.g., project work. This is why physics is only taught in 40-0dd of the 131 universities and colleges around the UK. You can call me old-fashioned, but I just don’t think it’s either possible or desirable to separate teaching from research in science subjects in the way this plan seems to suggest. I know some colleagues of mine disagree strongly with this, but there you go.

Behind this proposal is the issue of student funding, as it is at least partly motivated by the suggestion that students could stay at home and study at a local college instead of moving to a university further away, which would necessitate them taking out student loans which the Treasury has to pay out. 

There’s also the issue of fees. At the moment students in England are expected to pay a flat-rate annual fee of £3225. In addition to this the government pays to the University concerned an amount called the “Unit of Resource”. Last year, in England, the basic amount was around £4K but there is multiplier for more expensive courses. Clinical medicine, for example, attracts four times the basic rate. Subjects like physics and chemistry get a multiplier of 1.7 (so each student comes with around £6.7K of funding). Subjects with no laboratory component, i.e. most Arts and Humanities courses,  just get the bog-standard amount.

I think there’s an obvious problem with this system, namely that physics (and other science subjects) are  much more expensive to teach than the formula allows for. The total income per student for an arts subject would be about £7.2K, while that for physics is about £10K. Why bother with all that expensive laboratory space and shiny new kit when the funding differential is so small. That’s another reason why so many universities have scrapped their physics departments in favour of cheaper disciplines that generate a profit much more easily.

Coincidentally I attended a lunch yesterday with some of our soon-to-be-graduating students. I’ve been a member of a committee working on updating our Physics courses and we wanted to discuss the proposed changes with them. One of the group was a mature student who had already done an English degree (at another university). She said that a physics drgee was much harder work, but was impressed at how much more contact she had with staff. Like most physics department, virtually all our teaching is done by permanent academic staff. Students doing  Physics at Cardiff get about three times as many contact hours with staff as students doing English. It’s unfair to compare apples with oranges, but I’m convinced the funding model is stacked against STEM subjects.

The awful financial climate we’re in has led to a general sense of resignation that the government contribution to university education (the Unit of Resource) is going to decrease and the student contribution go up to compensate. However, there’s a Catch-22 here for the Treasury. If the tuition fee goes up students will have to borrow more, and the Treasury doesn’t want to take on more  subsidised student loans. It seems much more likely to me that the cuts will be achieved by simply reducing the number of funded places. However, in the light of what I argued above, I think this is a great opportunity to think about what is the correct Unit of Resource for different subjects. If we all agree the country needs more scientists and engineers, not less, I’d argue that funded places elsewhere should be cut, and that the difference between arts and science units of resource also be substantially increased.

I’d even go so far as to suggest that there should be zero-rated courses, i.e. those which students are welcome to take if they pay the full cost but to which the government will not contribute at all. That should put an end to the Mickey Mouse end of Higher Education provision once and for all.

PS. A review of the tuition fee system is currently taking place but isn’t due to report until the autumn. It is led by Lord Browne who was formerly the boss of BP. I wonder if there’ll be any leaks?

Among the Crachach

Catching up on the news by looking through my copy of last week’s Times Higher, I came across an account of a speech made by Welsh Assembly Minister Leighton Andrews about the Future of Higher Education in Wales. I mentioned this was coming up in an earlier post about the state of the Welsh university system, but wasn’t able to attend the lecture. Fortunately, however the text of the lecture is available for download here.

There is some discussion of positives  in the speech, including a specific enthusiastic mention of

the involvement of the School of Physics and Astronomy in the international consortium which built the Herschel Space Observatory.

I was pleased to see that, especially since much of the rest of it is extremely confrontational. Much of it focusses on the results of a recent study by accountants PriceWaterhouseCooper that revealed, among other things, that  52% of the funding provided by the Welsh Assembly Government for higher education goes on adminstration and support services, with only 48% to teaching and research. Mr Andrews suggests that about 20% of the overall budget could be saved by reducing duplication and introducing shared services across the sector.

I can’t comment on the accuracy of the actual figures in the report, but I wouldn’t be surprised if they were correct.  They might shock outsiders to the modern higher education system but most universities – not just those in Wales – seem to employ at least as many administrative staff and support staff as “front-line” teachers and researchers. I’m likewise sure that the Welsh Assembly employs many more such staff than there are Members…

Within academic Schools we need to employ staff to handle financial matters, student records, recruitment, admissions,  and general day-to-day administration. On top of that we have technical staff, to support both research and teaching laboratories as well as computing support staff. Add them all together and you definitely have a number comparable to the number of academic staff,  but  they don’t account for 52% of our salary bill because they are generally paid less than lecturers and professors. The mix in our School is no doubt related to the specific demands of physics and astronomy, but these staff all provide essential services and if they weren’t there, the academic staff would have to spend an even greater part of their time doing such things themselves.

As well as the staff working in individual Schools there are central administrative departments (in Cardiff they’re called “directorates”) which don’t employ academics at all. I have no idea what fraction of Cardiff’s budget goes on these things, but I suspect it’s  a big slice. My own anecdotal experience is that some of these are helpful and efficient while others specialise in creating meaningless bureaucratic tasks for academic staff to waste their time doing. I think such areas are where 20% savings might be achievable, but that would depend on the University having fewer and less complicated “initiatives” to respond to from the WAG.

The Times Higher story discusses the (not entirely favourable) reaction from various quarters to Mr Andrews speech, so I won’t go into it in any more detail here.

However, I was intrigued by one word I found in the following paragraph

 I was interested to learn recently that some members of university governing bodies have been appointed on the basis of a phone call. Who you know not what you know. It appears that HE governance in post devolution Wales has become the last resting place of the crachach.

Crachach? Being illiterate in the Welsh language this was a new one on me. However, I found an article on the BBC Website  that revealed all.

The term used to denote local gentry but 21st century crachach is the Taffia, the largely Welsh-speaking elite who dominate the arts, culture and media of Wales and to a lesser extent its political life.

It goes onto say

The Vale, Pontcanna and Whitchurch are crachach property hotspots while barn conversions in Llandeilo and cottages in Newport, Pembrokeshire, provide weekend retreats.

Hang on. Pontcanna? That’s where I live! I wonder if they let foreigners join the crachach, provided of course they learn the Welsh language? I note however that “arts culture and the media” is their remit, so science apparently doesn’t count. Perhaps I could start a scientific wing? Maybe those Welsh lessons will be useful after all. I’m told that the crachach always manage to get tickets for the big rugby matches…

On a more serious note, however, that part of Leighton Andrews’ speech stressed the importance of university governance. If he’s true to his word he should look into the Mark Brake affair. I think the taxpayers of Wales have a right to know what’s been going on.

The Graveyard of Ambition?

The news today is full of speculation about the nature and extent of impending public spending cuts expected to be announced in the Queen’s Speech next Tuesday. Among the more specific figures being bandied about is a £700 million cut to the budget Department of Business, Innovation and Skills (BIS) which encompasses both scientific research and the university sector. It’s impossibly to say precisely where the axe will fall, but it’s very likely that university-based science groups in England will face a double-whammy, losing income both from HEFCE and from the Research Councils. The prospect looks particular dire for Physics & Astronomy, which rely for their research grants on the Science and Technology Facilities Council (STFC) which savagely cut back science research even before the credit crunch arrived. If STFC gets cut any further  then the result will be even worse carnage un universities than we’ve experienced over the last year or two, especially since it looks like there will be no changes in its Executive.

Here in Wales the situation is even more complicated, as is explained in a long article in this week’s Times Higher. Cuts to the Research Councils will, of course, affect university research groups in the Principality as their remit covers the whole of the United Kingdom. However, responsibility for Higher Education in Wales is devolved to the Welsh Assembly Government. This means that any cuts to the University budget announced next week will not apply here (nor indeed in Scotland or Northern Ireland).

However, as I’ve blogged about before, it’s not obvious that this is good news for fundamental science in Wales. The Welsh Assembly Government’s blueprint for the shape of Higher Education in Wales, For Our Future, signals what could be dramatic changes in the way university funding is allocated here. There’s a lot of nervousness about how things will pan out.

Currently, most university funding in Wales comes through HEFCW in the form of recurrent grants. However the WAG has recently set up a Strategic Implementation Fund which in future supply 80% of all university funding. The new(ish) Minister responsible for Higher Education, Leighton Andrews (who will be giving a public lecture in Cardiff about the changes next week) seems to be determined to take control of the sector. It’s good to have a Minister who shows some interest in Higher Education, but I’m wary of politicians with Big Ideas.

We’ll have to wait and see what happens over the next year or so, but I think there’s an opportunity for Wales to do something truly radical and break away from systems that simply copy those in place in England with a much lower level of resource. Given that HEFCW has already been told how 80% of its funding should be administered, why bother with HEFCW at all? Scrapping this quango will remove a buffer between the universities and the WAG, which might be a dangerous thing to do, but will also save money that could be spent on higher education rather than bureaucracy. And while we’re at it, why doesn’t the WAG take Welsh universities out of the Research Excellence Framework? In the new era why should Welsh universities be judged according to English priorities?

On the teaching side, the WAG wants to see more flexible study options, more part-time degrees (including PhDs), more lifelong learning, and so on. I think that’s a reasonable thing to aim for given the particular socio-economic circumstances that pertain in Wales, but I can’t really see scope for significant numbers of part-time degrees in physics, especially at the doctoral level.

A crucial issue that has to be addressed is the proliferation of small universities in Wales. England has a population of 49.1 million, and has  91 universities (a number that many consider to be way too high in any case). The population of Wales is just 2.98 million but has 12 universities which is about twice as many per capita as in England. I for one think this situation is unsustainable, but I’m not sure to what extent mergers would be politically acceptable.

The WAG also wants to focus funding on “priority areas” that it perceives to be important to future development of industry in Wales, including health and biosciences, the digital economy, low-carbon technologies, and advanced engineering and manufacturing.  Fair enough, I say, as long as “focus on” doesn’t mean “scrap everything else but”.  The big worry for me is that research doesn’t feature very strongly at all in the WAG’s document, and it isn’t in good shape in any case. According to the last Research Assessment Exercise (RAE), only around 14% of Welsh research is of world-leading quality and most of that (90%)  is concentrated in just four institutions (Aberystwyth, Bangor, Cardiff and Swansea).

Physics in Wales did particularly poorly in the RAE and in any case only involves three universities, Bangor having closed its Physics department many years ago. Indeed the RAE panel went out of its way to make unfavourable comments about the lack of coordination in Welsh  physics – comments, I might add, that went entirely beyond the panel’s remit and should have attracted censure. Physics is also an expensive subject so if we are to do better in future we need additional investment. Cardiff University is doing its best bring this about, but I think we should explore closer ties with Swansea and explicit encouragement from the WAG.

STEM areas are woefully under-represented in Wales. Some think the WAG should seize the chance to boost this area of activity, but others think it’s already too late. According to the Times Higher,

Julie Lydon, vice-chancellor of the University of Glamorgan and the first female head of a university in Wales, says expertise in STEM will have to be developed in “distinct areas”. Given its small size, Wales must be careful to set itself realistic aims, she says.

The country faces a complex challenge, Lydon adds. “We don’t have anywhere near the range and extent of research (that we should) for our size. We’ve got to move it up a gear, and we’ve got to raise aspirations. We’ll do that in niche areas, and we’ll do that by partnership, not on our own.

“We haven’t the scope and scale; Wales isn’t a large enough sector to be able to do that across the board, but it’s an agenda that is slightly wider than the narrow view of STEM.”

A focus on STEM would neglect some areas in which Wales is strong, Lydon says. Thanks to investment from major employers such the BBC, disciplines such as media are growth areas and critical to the economy, but they are not strictly defined as STEM subjects.

No, media studies isn’t a STEM subject. Nor do I think Wales can continue to rely on its economy being propped up by public bodies such as the BBC. The expected round of wider public spending cuts I mentioned at the start of this piece will effectively scupper that argument and I’m sure privatisation of the BBC is on the new government’s agenda anyway. The future requires more ambition than this kind of thinking exemplifies. Sadly, however, ambition doesn’t seem to be something that the Welsh are particularly good at.  Dylan Thomas’s phrase “The Graveyard of Ambition” was specifically aimed at his home town of Swansea, but it does sum up an attitude you can find throughout the country: a  resolute determination to be mediocre.

 Wales is indeed a small country. So is Scotland (population about 5 million), but the Scots have for a long time placed a much higher premium on science and university education generally than the Welsh (and even the English) and they have a thriving university sector that’s the envy of other nations (including England). I think it’s time for a change of mentality.

A Reith Lecture

I’m a bit late getting around to blogging today, primarily because I spent the evening at a lecture by Martin Rees. Not just any lecture, but one of the annual series of Reith Lectures that he has been chosen to present this year. This event took place in the splendid Reardon Smith Theatre in the National Museum in Cardiff, and was preceded by a wine reception where we mingled amongst the relics of Welsh prehistory. The audience for the lecture  included academics, politicians, journalists and students and there was a lively question-and-answer session afterwards.

The Reith Lectures were inaugurated in 1948 by the BBC to mark the historic contribution made to public service broadcasting by Sir John (later Lord) Reith, the corporation’s first director-general. John Reith maintained that broadcasting should be a public service which enriches the intellectual and cultural life of the nation. It is in this spirit that the BBC each year invites a leading figure to deliver a series of lectures on radio. The aim is to advance public understanding and debate about significant issues of contemporary interest.

The very first Reith lecturer was the philosopher, Bertrand Russell who spoke on “Authority and the Individual”. Among his successors were Arnold Toynbee (The World and the West, 1952), Robert Oppenheimer (Science and the Common Understanding, 1953) and J.K. Galbraith (The New Industrial State, 1966). More recently, the Reith lectures have been delivered by the Chief Rabbi, Dr Jonathan Sacks (The Persistence of Faith, 1990) and Dr Steve Jones (The Language of the Genes, 1991). Since 2002, the Reith Lectures have been presented as was tonight’s,  by Sue Lawley.

I think this is the first time any of these lectures have been delivered in Cardiff. Martin Rees is, in fact, almost a Welshman himself ,  being born in Ludlow in Shropshire only about a mile the wrong side of the border; since being elevated to the peerage a few years ago, he is now known as Baron Rees of Ludlow. He is, of course, an immensely distinguished astrophysicist (he has been Astronomer Royal since 1995) but now has a broader portfolio of responsibility in the higher echelons of British science as President of the Royal Society.

As well as being an eminent scientist, Martin Rees is also a very fine public speaker, possessing an effortless gravitas that  any politician would die for.  He speaks with great clarity, thoughtfully and to the point, but with an economical use of language. He comes across as not only highly intelligent , which he undoubtedly is, but also deeply humane, another rare combination. Martin Rees was therefore an excellent choice to give the Reith Lectures. I had been looking forward to the evening for months after I got a phone call from Auntie Beeb asking me if I’d like to attend.

His lecture this evening wasn’t about astrophysics, and neither are the others in the series which has the pretty vague overall title Scientific Horizons. This lecture, the second of the series of four, was entitled Surviving the Century,and it concerned the role of science in identifying and possibly counteracting the threats facing humanity over the next few decades. He touched on climate change, renewable energy, and the possibility of nuclear or bio-terrorism. Although he spelled out the dangers in pretty stark terms he nevertheless claimed to be an optimist to the extent that he believed science could find solutions to the most pressing problems facing our planet, but I also sensed he was more of a pessimist as to whether the necessary measures could be implemented owing to socio-economic and political constraints. Science is vital to safeguarding the future of the planet, but it isn’t sufficient. People need to change the way they live their lives.

I won’t say any more about the lecture – or the interesting audience discussion that followed it – because you’ll be able to hear it yourselves on BBC Radio 4. The Lectures will be broadcast at 9am on Radio 4 starting on Tuesday 1st June (Lecture 1, called The Scientific Citizen). The lecture I attended tonight will be broadcast at the same time the following week (8th June). Lectures 3 and 4 will follow on 15th and 22nd June. Into the Blue

So there we are.  Britain has a new government. For the time being. Last night David Cameron became the Prime Minister of a coalition government involving the Conservative and Liberal Democrat parties (as I predicted). This is hardly a surprise given the arithmetic; Labour and the LibDems wouldn’t have had enough seats to command a majority anyway. It took five days from the election for the new Prime Minister to take over, much longer than the few hours it normally takes when there is a conclusive result, but nowhere near as long as it takes on the continent where coalition-building involves smaller and more diverse parties. In the UK the three main political parties are all centre-right, at least when it comes to economic policy,  and they share a great deal of common ground, so I never thought there would be much problem with the Conservatives and LibDems coming to a deal, which they have done.

Another prediction I got right was that Gordon Brown would resign as leader of the Labour Party, which he has also done. Who will lead the Labour Party now, and for how long, is anyone’s guess.

My third prediction was that the coalition government would fall within a year and there’ll be another general election. As for that, we’ll have to wait and see. It is, after all, a marriage of convenience. I think it won’t be long before a big row develops and the coalition unravels. There’s a lot of overlap between the two parties, but it’s a long way from the left of the LibDems to the right of the Tories. I give it 6 months to the first vote of confidence, assuming the Queen’s Speech passes.

Now that we have a government once more, the unreal business of electioneering is going to be set aside and all the facts that the media have kept quiet about during the election campaign will start to come out. For example, a story in the Financial Times of 11th May (yesterday), which has clearly been on the spike for the duration of the election campaign, reveals how huge cuts in university funding are set to fall hardest on science departments. Vice-chancellors have been making contingency plans for 25% cuts in recurrent funding for some time now, and there’s an obvious temptation to cut the more expensive subjects first.

I’ve already confessed my annoyance that the main parties connived to keep the details of the deep cuts they were all planning to implement out of the election campaign. Now we’re going to find out the true extent of what’s in store, and it’s too late to change.

Niels Bohr once said “Prediction is very difficult, especially about the future”, and I have no idea whether I’m being overly pessimistic here, but here are  some of  the things I think will affect my own life  as an astrophysicist working in a British university.

First, it’s now clear that there’s  no chance of a reversal in the fortunes of STFC. There never was much of a chance of that, to be honest. It’s more likely now that  STFC will now face further cuts on top of what it has endured already.  Fundamental science in the UK is in for a very lean time.

Second, university funding – the part that comes directly from central government – will be cut by at least 25%, probably more.  This could be achieved in a number of ways. The unit of resource (the payment made per student by the government to a university) could be cut. The number of students funded could be cut. Students could be charged higher fees or have less generous loan arrangements. These options are by no means exclusive, of course. They might all happen.

University V-Cs will have to make very difficult decisions  where to make savings:  some may tighten budgets across the board; others may shut entire departments to save the rest.

Another issue with university funding, however, is that it is not entirely the preserve of central government.  The Scottish Assembly runs higher education in Scotland, not the Westminster government. The Scottish Funding Council has generally funded universities more generously than HEFCE has in England. It’s also much less likely to implement higher tuition fees. More generally, with only one Scottish Tory MP in Westminster and a Scottish Nationalist-flavoured Assembly government, there’s no way of knowing what will happen in Scotland or, indeed, how much strain will be generated there by an English Tory government very few Scots voted for.

In Wales its a bit different. Here higher education is run by the Welsh Assembly government, which currently comprises a Labour-Plaid Cymru coalition. With the Westminster government consisting of an alliance between the other two major parties in Wales we have two levels of administration roughly orthogonal to each other. In principle, the WAG could decide to protect the university system in Wales against the level of cuts being imposed in England, but since we already get a lower unit of resource from HEFCW than HEFCE allocates to English universities, I doubt we’ll be any different in future.

So this is where we’re headed:  fewer science departments with fewer staff with increased teaching loads with less time to do research and with less funding to carry it out and vanishing career opportunities for the scientists they’re supposed to be training.

Still, at least the bankers will get their bonuses.

Parallels and Tangents

An inconclusive general election, mass protests about electoral reform, another stock market crash – Britain’s got the jitters. I think it’s time for a bit of old-fashioned stoicism. In fact, yesterday, when I saw a lot of comments on the unprecedented politicial situation facing Britain, I changed my facebook image to the following poster dating from the Second World War.

I meant it as a bit of a joke but it got me thinking about parallels between the UK’s current situation and that of this month 70 years ago when we faced problems of an altogether different magnitude.

I’m no historian so I’ll just include an excerpt from Simon Schama‘s BBC TV series A History of Britain. The last programme of the series cleverly follows the story of the Second World War through the eyes of two very different Englishmen, George Orwell and Winston Churchill. Here Schama describes how close this nation came, in May 1940, to doing a deal with Hitler. Meeting after meeting behind closed doors in Whitehall took place until eventually Churchill held sway. There was no to be no surrender.

Of course the problems facing the nation in 1940 make those facing us now pale into insignificance, so I’m not going to push the parallel too far. Nevertheless, 70 years on, we once again have lengthy and no doubt heated secret negotiations whose outcome is still by no means certain, but which will probably alter the political landscape of this country for many years to come. This time it’s not so much a matter of danger, but one of opportunity. I think change is in the air, and I also think we need it.

Another parallel is that the war in Europe came to an end almost exactly five years after the installation of Churchill as Prime Minister. Victory in Europe (VE) Day, which marks the anniversary unconditional surrender of the Germans on May 8th 1945, was yesterday. In fact the leaders of all three political parties took time out from their haggling to take part in the commemoration ceremony. Soon after the end of the War, on July 5th 1945, a General Election was held that yielded a Labour landslide and booted Churchill out of office. I don’t think that people were ungrateful, just that their wartime experiences made them aspire to a more progressive vision of the future than the old guard could provide. Clement Attlee‘s government took over a country bankrupted by war, with most of its cities in ruins, and with terrible labour shortages. Not  surprisingly given that it was beset by so many problems, the Attlee government struggled to deliver what it set out to do. Nevertheless, it gave us – amongst other things – a National Health Service and a Welfare State that, to me, are emblematic of the “real” Britain.

I think Schama gets it exactly right in the clip when he talks about the War not just being about Britain as a physical entity but about much more abstract notions, such as freedom and democracy. We weren’t just fighting the Germans, we were fighting Nazism and the threat it posed to the liberties the British people had taken hundreds of years to win. The pricewas very heavy, but it was certainly worth paying. I too, would rather have died fighting than live under Fascism. My only worry would have been whether I had it in me to show the courage and resourcefulness needed to meet the challenge.

This all brings me to the question of what “Britain” actually represents in the modern age.  The BNP present their views as a vision of Britishness, but most British people find their attitudes repugnant.  Not only did they fail to win any seats at the General Election, they also lost all their council representation in Barking, previously thought to be a stronghold. The people of Barking clearly aren’t as mad as they’ve been portrayed.

We probably have very different views on many aspects of our national identity – or even  if there is such a thing at all –  but we can probably agree on, as Schama puts it in the clip, “freedom, democracy, and the rule of law”. Outside that core, people clearly differ. For myself, I would add a sense of social justice and compassion, which is why the Welfare State and NHS  are so important to me.

To me, inclusiveness (whether cultural, religious, racial, or whatever) is also essential to what it means to be British, but that view clearly isn’t shared by everyone. Immigration is a hot potato in British politics these days, a fact  that surprises given our existence as a mongrel nation that has been enriched over the centuries by people coming here from elsewhere. I suppose its natural that people are suspicious of strangers, and this can be exploited by unscrupulous people looking for scapegoats, but we should remember, for example,  that sixty years ago we were desperate to persuade people from the West Indies to move here in order to deal with  the post-war  labour shortage. Nowadays we too need immigration to deal with shortages of skilled labour and to counteract the economic effects of our rapidly ageing population.  I can’t imagine what state our universities would be in if it weren’t for the many excellent researchers who have come here from all round the world, and that also goes for the UK as a whole.I’m not trying to say that immigration is a non-issue, just that it’s neither new nor something we need to panic about. We can cope with it.

After all, we’re British.

The Day After

I wasn’t planning to stay up last night watching the General Election results come in, but in the end I stuck with it until about 3am, basically hoping to understand what was going on.  Even by that hour there didn’t seem to be a particularly clear pattern emerging, so off I went. I had a revision lecture this morning as well as a lot of other things so I didn’t fancy an all night sitting.

Whenever there’s a General Election I always pay attention to constituencies I used to live in to see how things are changing. Broxtowe (the constituency that contains Beeston, where I used to live when I worked at Nottingham University) changed hands from Labour to the Conservatives. It had been a Conservative marginal in 1997 when it was won during the New Labour landslide. It seemed fairly typical for seats like that to revert to what they were pre-Blair. Brighton – remarkably – returned Britains first ever Green Party MP. Bethnal Green returned to the Labour fold after a flirtation with George Galloway’s Respect party.

Meanwhile here in Cardiff the results were as mixed as elsewhere. My own constituency, Cardiff West, stayed Labour, as did Cardiff South (and Penarth). The Vale of Glamorgan reverted to its pre-1997 Tory hue, unsurprisingly. The Labour candidate in Cardiff North was the wife of former Welsh Assembly leader Rhodri Morgan and it was a definite surprise to see that seat turn blue too. Cardiff Central remained Liberal Democrat.

As it has turned out the exit polls got it just about right, with the Conservative Party leading the popular vote (36%) and number of  seats (306), but not enough to make an overall majority. Labour (28%, 258 seats) and Liberal Democrats (23%, 57 seats) between them have a majority of the votes cast but don’t have enough seats to form a coalition. It’s a well and truly hung Parliament and we look set for days of discussions to see what kind of agreement can be reached between which parties. Gordon Brown remains Prime Minister until some kind of resolution is reached. We live in interesting times.

Although the election results were extremely interesting by virtue of their puzzlingly inhomogeneous variation across the country,  they really amount to little more than a sideshow compared with the spreading panic on international markets. The markets fell sharply, not because of the hung parliament but as part of a worldwide panic over the knock-on effect of the Greece and Portugal sovereign debt problems. The contagion could be very dangerous if Greece can’t convince traders that it’s not going to default and in an attempt to do so its government has put together a severe austerity package. Cue violent unrest. The Greeks live in even more interesting times than us.

I’m not going to pretend that I have the slightest clue how either of these things will pan out, but I’m not very optimistic about the forthcoming months. I hope I’m wrong. We’ll see.

The other thing that struck me  was the story of people being unable to vote because of long queues at the polling stations near 10pm when they closed. At first I wasn’t at all sympathetic. Polls are open from 7am until 10pm, so there’s no need to turn up with only 5 minutes remaining. However, it then emerged that  some polling stations couldn’t cope with the large turnout and people had been queuing for hours by the time the doors closed. The turnout was 65% nationally, higher than last time but by no means ridiculously high. In fact I think it’s a shame the usual turnout  isn’t very much higher than this. However, turnout seems to have been much higher in certain wards and the staff unprepared for the demand, sometimes with insufficient ballot papers and sometimes with out-of-date copies of the electoral register. I don’t mind saying that I found this level of incompetence deeply shaming. We can’t afford to be so careless with our democratic system. It doesn’t matter if only a few hundred people were affected. It’s the principle that matters.

Over the next few days there’ll be a lot of discussion about electoral reform. Perhaps the fact that our current electoral system seems to be showing signs of neglect might generate some impetus for change, quite apart from the scandals of MPs fiddling their expenses. I’ve always been on the fence over proportional representation. Our system is absurd in some respects, delivering huge majorities in the Commons to parties with only a modest share of the popular vote. On the other hand our country is so divided that it’s not obvious what the short-term consequences of changing to PR would be. It seems likely, for one thing, that fringe parties such as the neo-fascist BNP would actually be represented in Westminster. I find that a repulsive prospect, but putting up with people you can’t abide is one of the consequences of democracy.

I have an open mind on electoral reform and I’d like to hear the arguments for and against different systems of PR aired properly. Presumably the Liberal Democrats will want a referendum on this as part of the price of their support in a coalition, so no doubt there’ll be a lot of chat about this.

Polling Day

At last we’ve reached General Election day and I’ve just been to cast my vote following the guidance I passed on a few days ago. I was going to go this morning but I had a meeting at 9.15am to go to (which went on until 1pm, in fact) and I didn’t get up in time to visit the polling station, even though it’s in a Church Hall only a few hundred yards from my house. When I eventually got there just after 7pm it was still quite busy and I had to queue to get my ballot paper. It was very different during last year’s European elections, where the turnout is always pretty low. I don’t know what the turnout is like this time, but I hope it’s good. I don’t think there’s really any excuse for not voting.

I’ve already explained why I’m not as caught up in the campaigning this time as I have been in previous years, so I doubt if I’ll stay up late to watch the results come in. Polls don’t close until 10pm and until then there’s a blackout of press coverage relating to the vote so there’s nothing to follow until quite late at night, when I’m usually tucked up in bed with my cocoa.  The latest opinion polls suggest that the Conservative Party will get the biggest share of the vote, but it’s not clear if they’ll win a majority of the seats. Nor should they, in fact, even if they get as high a share as the polls suggest (37%) then that’s still far less than the number that didn’t vote for them. Labour and LibDems are together worth about 55%. The likelihood therefore is a hung parliament, at which point we’ll probably find all parties agreeing with each other to the implement massive spending cuts they’ve been carefully keeping from the electorate. It will still be interesting to see how the horse-trading works out over the next few days, but after three weeks of phoney war we’ll soon have to face up to reality. I’m not really looking forward to that.

Anyway, a comment by Keith Ashman on an item I posted a few days ago reminded me that no less than 13 years ago I was actually in Lawrence, Kansas, on polling day. Don’t ask me why. I’d arranged a postal vote, but had to watch the proceedings from afar on the TV. In fact, Keith and his partner decided to hold a party that night in their house and I went along to drink beer while the results came in. Watching a British election from the midwest USA is a bit strange, but it’s improved by the fact that the polls close in the UK at what is early evening Kansas-time and it’s all pretty much over by midnight.

That election I was swept up in the euphoria generated by the prospect of a New Labour government with its slogan “Things can only get better”. When they won a landslide majority we celebrated in grand style, singing Jerusalem in Keith’s back garden and then tottered not too soberly to a tattoo parlour to have a red rose put on my arm.

We had a great time that night, and the good vibes continued after I returned to London from my short stay at the University of Kansas. It didn’t take long, however, for my enthusiasm to wane. Instead of doing the really radical things their large majority would have allowed, they basically pratted about for four years. I’m not saying they didn’t do any good things, but they were so keen to tie everyone up in red tape that the good ideas often came to nothing except frustration. Then of course Blair took us into Iraq and I vowed never again to vote for the Labour Party until it renounced that decision, which I haven’t.

But I’ve still got the red rose tattoo.
