Fee Summary – England versus Wales

We’ve just had our first UCAS visit day of the year, for which those involved were given a handout showing the different fee arrangements for Welsh and English students applying to study at Cardiff University.

On the off-chance that some potential students might come across this blog and also for wider information – since there still seems to be quite a lot of confusion about the financial aspects of study in Wales – I thought I’d share the following useful summary here.

Cardiff University will charge a tuition fee of £9,000 per annum to new undergraduate students beginning their studies from September 2012 onwards.

I currently live in Wales

Cardiff University will charge an annual fee of £9,000 per annum.  However, if you live in Wales and studying towards your first degree you will not have to pay your tuition fee upfront. You will be eligible for:

• a non-repayable tuition fee grant of £5,535 from the Welsh Government, subject to terms and conditions.
• a repayable tuition fee loan of £3,465 which you only start to pay back when you have finished your studies and are earning more than £21,000pa.
• support towards your living costs – a loan is available to help with your living costs such as food, accommodation, books and travel. Like the tuition fee loan, you only start to pay this back when you have finished your studies and are earning more than £21,000 a year.

You may also be eligible for an Assembly Learning Grant to provide additional help with your living costs such as food, accommodation, books and travel. This grant does not have to be paid back and the amount you receive depends on your household income:

• If your household income is £18,370 a year or less you will be entitled to a full grant of £5,000 a year.
• If your household income is between £18,370 and £50,020 a year you would be entitled to a grant of between £5,000 and £50 a year.

I currently live in England (or elsewhere in the UK)

Cardiff University will charge an annual fee of £9,000 per annum.  However, if you live in England and studying towards your first degree you will not have to pay your tuition fee upfront. You will be eligible for:

• a repayable tuition fee loan of £9,000 which you only start to pay back when you have finished your studies and are earning more than £21,000pa.
• support towards your living costs – a loan is available to help with your living costs such as food, accommodation, books and travel. Like the tuition fee loan, you only start to pay this back when you have finished your studies and are earning more than £21,000 a year.

If you are from England, you may also be eligible for a Maintenance Grant to provide additional help with your living costs such as food, accommodation, books and travel. This grant does not have to be paid back and the amount you receive depends on your household income:

• If your household income is £25,000 a year or less you will be entitled to a full grant of £3,250 a year.
• If your household income is between £25,001 and £42,600 a year you will be entitled to a partial grant.

Please note that the student support arrangements in England are subject to final ratification by Parliament.

I currently live outside the UK but inside the EU

Cardiff University will charge an annual fee of £9,000 per annum.  However, if you are from a country within the EU and studying towards your first degree at Cardiff University, you will not have to pay your tuition fee upfront. You will be eligible for:

• a non-repayable tuition fee grant of £5,535 from the Welsh Government, subject to terms and conditions.
• a repayable tuition fee loan of £3,465 which you only start to pay back when you have finished your studies and are earning more than £21,000pa.

The Unprofessional Professors

I’ve been so preoccupied with other things over the past week or so that I haven’t had time until now to comment on an article I saw in last week’s  Times Higher about the role of a Professor in a modern university; there’s also an accompanying editorial in the same issue although, as is usual for editorials in the Times Higher, it doesn’t actually say anything that adds to the original piece.

People outside academia probably wonder what makes a Professor different from a Lecturer or Reader, apart from being older and getting paid a bit more. Undergraduate students probably wonder even more because they don’t see any obvious evidence that Prof. X is any better at teaching than plain Dr. Y. Quite possibly the reverse, in fact.

If you look at the contract of a Professor you won’t find that helps much either. Mine just says words to the effect that I should do whatever the Head of School asks me to do. In my case I have no complaints. I do teaching (lecturing, project supervision, tutorials, exercise classes), administration (various committees, and Director of Postgraduate Studies) and research (including supervising PhD students and a PDRA, publishing papers, etc) and I also do a few things outside the University such as STFC panels. I’m not complaining at all about this workload, for which  consider myself to be quite well paid. What I find difficult is swapping between so many different tasks even during the course of a single day, and I am all too aware that things  do sometimes fall through the cracks.

The criteria for promotion to the rank of Professor (i.e. to a “Chair”)  operated by most universities generally state that a professor must excel at teaching, administration and research. This provides for even greater mystification when you look around the average department because you’ll find many – probably even a majority – who couldn’t administer the skin on a rice pudding, and who make only derisory attempts to teach. These are the ones who have done it all on research, which in reality easily trumps the other two. To paraphrase Paul’s letter to the Corinthians: there are teaching, administration and research but the greatest of these is research. In fact the others don’t matter much at all.

The point is, at least in physics, that current levels of funding for undergraduate teaching mean that departments are financially unviable if they rely on undergraduate teaching as their primary source of income. It’s therefore inevitable that the primary criterion for appointing and retaining staff is their ability to win research grants and be a star performer in the REF. Indeed, many promotions to Chair happen when a member of staff threatens to leave, and take  their research grants and publication statistics with them. Furious negotiations then take place, a promotion to Chair ensues, and more likely than not a reduced teaching and administration load for the newly minted Prof.  Of course this means the load for someone  else has to go up. And if they are given management tasks to do, the Prof will manage the workload by simply not doing it, letting everything fall to bits until the job is allocated to someone else. Likewise with teaching: if you do it so badly that the students fail their exams or complain that you’re useless, you’ll just find your courses are given to someone else and you have more time to indulge your research interests. Studied incompetence is the ally of selfishness. It actually pays to be bad.

This is such a successful strategy that many departments now have as many professors as other teaching staff, if not more, a significant fraction of whom shirk their adminstrative duties and make little effort to teach well. Why should they? They know that as long as they hold onto their research grants they are indispensible, no matter how much strain they put on their colleagues. You might argue that this is unprofessional conduct, but there’s no question that it works.

Given this state of affairs, it’s hardly surprising that junior staff complain that their professors don’t show sufficient leadership and don’t take an active role in mentoring younger staff.  Selfishness pays. How many leaders can a department sustain anyway? If 2/3 of the staff are professors can they all be leaders? Who will follow?

I’ll get into trouble if I name individuals in my department – they know who they are – but I’m sure people in other universities recognize the same thing in their own departments. The situation won’t change until a funding regime is put in place that requires departments to prove commitment to excellence in teaching in the same way that they do for research. Then promotions panels might actually start to follow  their own published criteria instead of doing what they do now, which is nothing short of systematic hypocrisy.

Advice for the REF Panels

I thought I’d post a quick follow-up to last week’s item about the Research Excellence Framework (REF). You will recall that in that post I expressed serious doubts about the ability of the REF panel members to carry out a reliable assessment of the “ouputs” being submitted to this exercise, primarily because of the scale of the task in front of them. Each will have to read hundreds of papers, many of them far outside their own area of expertise. In the hope that it’s not too late to influence their approach, I thought I’d offer a few concrete suggestions as to how things might be improved. Most of my comments refer specifically to the Physics panel, but I have a feeling the themes I’ve addressed may apply in other disciplines.

The first area of  concern relates to citations, which we are told will be used during the assesment, although we’re not told precisely how this will be done. I’ve spent a few hours over the last few days looking at the accuracy and reliability various bibliometric databases and have come to the firm conclusion that Google Scholar is by far the best, certainly better than SCOPUS or Web of Knowledge. It’s also completely free. NASA/ADS is also free, and good for astronomy, but probably less complete for the rest of physics. I therefore urge the panel to ditch its commitment to use SCOPUS and adopt Google Scholar instead.

But choosing a sensible database is only part of the solution. Can citations be used sensibly at all for recently published papers? REF submissions must have been published no earlier than 2008 and the deadline is in 2013, so the longest time any paper can have had to garner citations will be five years. I think that’s OK for papers published early in the REF window, but obviously citations for those published in 2012 or 2013 won’t be as numerous.

However, the good thing about Google Scholar (and ADS) is that they include citations from the arXiv as well as from papers already published. Important papers get cited pretty much as soon as they appear on the arXiv, so including these citations will improve the process. That’s another strong argument for using Google Scholar.

The big problem with citation information is that citation rates vary significantly from field to field sit will be very difficult to use bibliometric data in a formulaic sense, but frankly it’s the only way the panel has to assess papers that lie far from their own expertise. Unless anyone else has a suggestion?

I suspect that what some panel members will do is to look beyond the four publications to guide their assessment. They might, for example, be tempted to look up the H-index of the author if they don’t know the area very well. “I don’t really understand the paper by Professor Poindexter but he has an H-index of 95 so is obviously a good chap and his work is probably therefore world-leading”. That sort of thing.

I think this approach would be very wrong indeed. For a start, it seriously disadvantages early career researchers who haven’t had time to build up a back catalogue of high-impact papers. Secondly, and more fundamentally still, it is contrary to the stated aim of the REF, which is to assess only the research carried out in the assessment period, i.e. 2008 to 2013. The H-index would include papers going back far further than 2008.

But as I pointed out in my previous post, it’s going to be impossible for the panel to perform accurate assessments of all the papers they are given: there will just be far too many and too diverse in content. They will obviously therefore have to do something other than what the rest of the community has been told they will do. It’s a sorry state of affairs that dishonesty is built into the system, but there you go. Given that the panel will be forced to cheat, let me suggest that they at least do so fairly. Better than using the H-index of each individual, use the H-index calculated over the REF period only. That will at least ensure that only research done in the REF period will count towards the REF assessment.

Another bone of contention is the assessment of the level of contribution authors have made to each paper, in other words the question of attribution. In astronomy and particle physics, many important papers have very long author lists and may be submitted to the REF by many different authors in different institutions. We are told that what the panel will do is judge whether a given individual has made a “significant” contribution to the paper. If so, that author will be accredited with the score given to the paper. If not, the grade assigned will be the lowest and that author will get no credit at all. Under this scheme one could be an author on a 4* paper but be graded “U”.

This is fair enough, in that it will penalise the “lurkers” who have made a career by attaching their names to papers on which they have made negligible contributions. We know that such people exist. But how will the panel decide what contribution is significant and what isn’t? What is the criterion?

Take the following example. Suppose the Higgs Boson is discovered at the LHC duringthe REF period. Just about every particle physics group in the UK will have authors on the ensuing paper, but the list is likely to be immensely long and include people who performed many different roles. Who decides where to draw the line on “significance”. I really don’t know the answer to this one, but a possibility might be to found in the use of the textual commentary that accompanies the submission of a research output. At present we are told that this should be used to explain what the author’s contribution to the paper was, but as far as I’m aware there is no mechanism to stop individuals hyping up their involvement.What I mean is I don’t think the panel will check for consistency between commentaries submitted by different people for the same institution.

I’d suggest that consortia  should be required to produce a standard form of words for the textual commentary, which will be used by every individual submitting the given paper and which lists all the other individuals in the UK submitting that paper as one of their four outputs. This will require co-authors to come to an agreement about their relative contributions in advance, which will no doubt lead to a lot of argument, but it seems to me the fairest way to do it. If the collaboration does not produce such an agreement then I suggest that paper be graded “U” throughout the exercise. This idea doesn’t answer the question “what does significant mean?”, but will at least put a stop to the worst of the game-playing that plagued the previous Research Assessment Exercise.

Another aspect of this relates to a question I asked several members of the Physics panel for the 2008 Research Assessment Exercise. Suppose Professor A at Oxbridge University and Dr B from The University of Neasden are co-authors on a paper and both choose to submit it as part of the REF return. Is there a mechanism to check that the grade given to the same piece of work is the same for both institutions? I never got a satisfactory answer in advance of the RAE but afterwards it became clear that the answer was “no”. I think that’s indefensible. I’d advise the panel to identify cases where the same paper is submitted by more than one institution and ensure that the grades they give are consistent.

Finally there’s the biggest problem. What on Earth does a grade like “4* (World Leading)” mean in the first place? This is clearly crucial because almost all the QR funding (in England at any rate) will be allocated to this grade. The percentage of outputs placed in this category varied enormously from field to field in the 2008 RAE and there is very strong evidence that the Physics panel judged much more harshly than the others. I don’t know what went on behind closed doors last time but whatever it was, it turned out to be very detrimental to the health of Physics as a discipline and the low fraction of 4* grades certainly did not present a fair reflection of the UK’s international standing in this area.

Ideally the REF panel could look at papers that were awarded 4* grades last time to see how the scoring went. Unfortunately, however, the previous panel shredded all this information, in order, one suspects, to avoid legal challenges. This more than any other individual act has led to deep suspicions amongs the Physics and Astronomy community about how the exercise was run. If I were in a position of influence I would urge the panel not to destroy the evidence. Most of us are mature enough to take disappointments in good grace as long as we trust the system.  After all, we’re used to unsuccessful grant applications nowadays.

That’s about twice as much as I was planning to write so I’ll end on that, but if anyone else has concrete suggestions on how to repair the REF  please file them through the comments box. They’ll probably be ignored, but you never know. Some members of the panel might take them on board.

University Admissions in Uncharted Territory

It turns out I have a few minutes spare before going to our staff Away (half) Day this afternoon, so I thought I’d pass on another interesting bit of news that came out this week.

The Universities and Colleges Admissions Services, known to all and sundry as UCAS, has released some interesting statistical information on numbers of applicants to UK universities and how this compares with the corresponding stage in the admissions timetable last year.

We’re still very early on in the process so it would be unwise to read too much into the figures available so far. The big question, however, is whether the ConDem government’s decision to raise fees for university students to £9K per annum has had any effect on the number of students applying. In fact the headline figure is that after several years of growth in overall applicant numbers, the figures for 2012 entry are down 9% on last year. Still early days, of course, but it does look like the new fee levels may be having the deterrent effect we all expected.

Another interesting thing that struck me, from Table 6 of the UCAS analysis, is that the number of students applying to study courses in the physical sciences (including Physics & Astronomy) is down by just 1.6% on the same stage last year, compared to an average of 7.9% across all subjects. (Note that this is not the same as the 9% mentioned above, because students get more than one choice of course..).

Of particular interest to us in Wales is the breakdown of applicants by domicile and choice of institution.  From Table 4 we see that the number of English students applying to Welsh Universities is down 13.4%, while the number of Welsh-domiciled students applying to study in England is down by only 4.3%. If this differential persists then it will have a big impact on the Welsh Higher Education sector, because of the Welsh Assembly Government’s decision to cut funding for Welsh Universities in order to pay for its  subsidy for  Welsh students wanting to study in England.

It’s too early to predict what will happen to overall student numbers for 2012/13, but I’m sure planning officers in universities all around the UK will be looking at the interim figures with a considerable degree of anxiety.

Who needs the University of Wales?

I couldn’t resist a quick  and possibly inflammatory, comment about the University of Wales affair.

I’m not sure how much this story has spread outside Wales, but it’s relatively easy to summarise quickly.  The University of Wales has had a complicated history which I won’t go into details about, but in essence it used to be the only University in Wales; my current employer, Cardiff University, for example, was for a long time a College of the University of Wales.  In 1992 the special status of the University of Wales changed when the former Polytechnic of Wales became the University of Glamorgan. In subsequent years a number of institutions within the University of Wales, including the College of  Cardiff in 2004, sought and were granted the ability to award their own degrees rather than degrees accredited by the University of Wales and so effectively became independent. As  a consequence, the importance of the University of Wales in the landscape of Welsh Higher Education rapidly dwindled to the point where it was a “rump” of an institution accrediting degrees for just a few relatively small institutes.

Having spent some time in my career working in London, it seems to me that there’s at least superficially a  striking parallel between the situation in Wales and that surrounding the former colleges of the University of London, most of which now award their own degrees rather than University of London degrees. The University of London nevertheless still exists, though I’ve never really understood why.

It tends to be the case that administrative structures refuse to die a natural death but instead try to find new things to administer. In order to justify itself, the University of Wales diversified into accrediting degrees from a host of smaller institutions both at home and abroad.  To cut several long stories very short, much of its business in recent years has been dodgy to say the least.  The University of Wales’ involvement in visa scams and  the selling of bogus degrees are just two of the revelations that have led to many calling for the organisation to be scrapped altogether, prominent among them being the Welsh Assembly Minister responsible for higher education, Leighton Andrews.

The University of Wales “brand” has now become so tarnished that some of   Welsh Higher Education institutions whose degrees it accredits now seem anxious to sever their ties altogether. The University of Wales, Institute of Cardiff (UWIC) wishes to change its name to Cardiff Metropolitan University and award its own degrees.

I think it’s quite clear that the University of Wales is now damaged beyond repair and should be dissolved, although the mechanism by which this can be achieved is unclear as universities are  independent charitable institutions, not run directly from government.  So egregious has been the conduct of the senior management of this organisation, however, that I’m sure a way can be found to wind it up. I just can’t see how it can possibly survive these scandals.

Unfortunately, dissolution  in itself will not repair the damage already done; some institutions under the University of Wales umbrella will surely find that, through no fault of their own, a great deal of mud will stick.

Leighton Andrews has already called – rightly, in my view – for a reduction in the number of universities in Wales, most of which are small. In my neck of the woods, South-east Wales, for example, a game of musical mergers has been going on for months already between UWIC, Glamorgan and the University of Wales, Newport but no concrete plans have emerged. In my opinion the region can only sustain one world-class, research intensive university and one teaching led “new” university. Will  the  chaos generated by the public disintegration of the University of Wales make it easier or harder to achieve this?

But I can’t help feel sad about the inevitable demise of the University of Wales, which seems to me to be more of a tragedy than a farce. Its problems can all be traced back to the terrible decision,  taken by the Conservative government in 1992, to allow the polytechnics to call themselves universities. Wales was much better off when it had one University and one Polytechnic, and neither had to prostitute itself to make ends meet.

Welsh fee plans up in the air…

I had just finished the exciting job of marking my examinations and collating all the results with coursework when I noticed a rumour circulating on twitter about the Higher Education Funding Council for Wales (HEFCW) having rejected plans by all Welsh universities to charge higher fees than the basic £4K laid down by the Welsh Assembly Government. The rumour later developed into a story on the NUS website and then on the local BBC News, Wales Online and the Times Higher.

In case you’re not up with the intricacies of Welsh Higher Education policy, universities here in the Principality will, from 2012, be allowed to charge fees of up to £9K per annum (as in England) if and only if they have approval from HEFCW for plans relating “to widening access and to improving the student experience.” Note there’s apparently no requirement of providing a better education in that. As a mere university teacher I have no idea at all what has gone into Cardiff University’s plan nor do I know why it is deemed satisfactory. Such things are done by our lords and masters in the University administration.

It does seem strange, though, that the process works this way, i.e. that HEIs have to produce plans that they hope will be accepted by HEFCW. Why doesn’t HEFCW simply tell the HEIs what they have to do to be able to charge the fees? I wonder how the clear the guidance from HEFCW was. It might be a case of “Read my mind to see what I want, and if you don’t give it to me I’ll shoot you”.

Universities wishing to charge £9K (which is, predictably, nearly all of them) had to submit their plans to HEFCW by the end of May. Several universities did so, including Cardiff, Aberystwyth, Bangor, and even Glamorgan, who all want to charge the maximum £9K. HEFCW has now announced that none of them meet the standard needed to charge more than £4k. There’s still quite a bit of time for universities to amend their plans before the deadline of 11th July, so this is by no means the end of the story, but it has certainly set alarm bells ringing where I work!

The point is that the Welsh Assembly Government is heavily cutting the funds it allocates to Welsh Universities from 2012, so if institutions are not allowed to charge sufficiently high fees to recoup that loss then many departments are going to be in really big trouble, especially those teaching expensive subjects.

Education Minister Leighton Andrews is quoted as saying

I asked for Hefcw to be thorough and robust when scrutinising the fee plans submitted by our higher education and further education institutions. It is clear that they have been and I heartily endorse this.

There are a number of ways of reading the lie of the land here. One is that it’s actually a sensible process of consultation between individual institutions and HEFCW. Since this is uncharted territory for both there may well be things that need to be clarified on both sides, and HEFCW may therefore be engaging in a sensible process of consultation and iteration in order to help institutions produce acceptable plans. It could also represent an element brinkmanship, so the Minister and HEFCW can be seen to be flexing a bit of muscle, in contrast to the situation in England, where it appears the government has no power to prevent institutions charging higher fees. I always felt it was inevitable that Cardiff, as a Russell Group University, would want to charge £9K, but I can imagine Leighton Andrews being irritated by places like Glamorgan wanting to charge the same.

Whatever game is being played, it’s a very dangerous one and the stakes are very high. The Welsh Assembly Government has already indicated it will pay the fees of any Welsh domiciled students wherever they study in the UK. For the most part that will mean £9K per student per year for Welsh students wanting to study in England. If Welsh universities can only charge £4K per year for students coming from England to Wales then there will be a huge imbalance in funds flowing in and out of the higher education sector. In effect, the Welsh Assembly Government will be subsidising English universities at the expense of Welsh ones.

Currently the number of English students coming to Wales exceeds the number of Welsh students studying in England. The WAG’s plan relies on a net influx of funds to offset the cuts in central funding needed to pay student bursaries. However, English students do not come in equal numbers to all Welsh institutions. More come to Cardiff University than, say, Bangor. So how will this extra income from England benefit the Welsh HE sector generally? Is the proposal to cut HEFCW funds to Universities who succeed in attracting English cash cows students and redistribute the dosh among those institutions that don’t? That hardly seems equitable to me.

I’m certainly not in a panic about this news, although I may be on July 11th when we find out the final outcome. In the meantime, as a humble academic at the bottom of the ladder when it comes to such matters, I’ll get on with my teaching and research and pray that those in charge actually know what they’re doing…

The Dissolution of the Assembly

Yesterday’s mail included a polling card for the forthcoming elections to the Welsh Assembly. Coincidentally, I found out this morning that the Welsh Assembly will be dissolved on 31st March, to be re-convened on or after 5th May when the elections are finished.

Until Thursday the Welsh Assembly Government comprises a coalition of New Labour and Plaid Cymru and, although I don’t know enough about Welsh politics to predict what’s going to happen with any real confidence, it seems reasonably likely that not much will change. I can’t see the Tories or LibDems making any gains, at any rate.

I’m not sure of the extent to which Higher Education will be important in the forthcoming election campaign. It sure be, of course, as the relevant issues are those over which the Assembly has direct responsibility, education being one. The WAG’s hands are tied to a large extent by the funding it receives from Westminster, and it also has many other calls on its purse, but I do hope the new WAG, whatever its complexion is, will do the right thing by Welsh universities when it re-forms in May.

I have to admit, though, that I’m very worried for the future. As I predicted when the new funding arrangements for English universities were announced, the vast majority – and certainly all the research intensive ones – will be charging the full £9K fee level from 2012. That means the current WAG’s commitment to pay fees for Welsh-domiciled students wanting to study in England will be much more expensive than the WAG’s estimates, which were based on an average fee level of £7.5K. English students wanting to study in Wales will have to pay whatever fee Welsh universities charge, which isn’t known yet.

Currently about 25,000 English students study in Wales, compared with the 16,000 Welsh students who study in England. If numbers remain the same, in order for the funds coming in from England to exceed the money going to England, the fee level charged in Wales must  be at least 64% of that charged in England, i.e. £5760 if all English universities charge £9K. That’s way above the putative mininum fee level of £4K announced by the WAG; if Welsh universities charge fees at that level then the WAG will be providing a large net subsidy to English universities.

And breaking even isn’t anywhere near enough. The WAG has signalled an intention to top-slice teaching budgets by about 40%. We don’t yet know how that will be implemented, university-by-university and department-by-department,  but unless there are to be wholesale closures of “expensive” subjects (i.e. science and engineering) fee levels will have to rise substantially above the level calculated above. My own employer, Cardiff University, a member of the Russell Group of research-led universities, will probably want to brand itself alongside the English universities belonging  to this club by charging a high fee. I hope it doesn’t do this, but  the WAG’s policies are pushing it in that direction. As one of Wales’ biggest recruiters of English students, Cardiff will have to charge high fees in order to be seen as being of the same quality as leading English universities as well as to make up for funding lost in the latest round of deep cuts to recurrent grants.

The recent rhetoric of the WAG is all about achieving greater control of the HE sector in Wales to align it with strategic priorities within the Principality. This is certainly justifiable in principle as Wales has a university system which is far too fragmented and chaotic. Paradoxically, however,  the WAG’s own policies seem to be forcing Welsh universities to look to England for income to make up for the big cuts recently announced.

So what’s the alternative?

I think it would be much more rational to ditch the commitment to fund Welsh-domiciled students for studying in England. If a student wants to go to England then they should experience the same fee regime as students domiciled there. After all, you wouldn’t expect the WAG to pay fees for a Welsh student to go to America, would you? The cash thus saved should be reinvested in Welsh Higher Education, in accordance with the WAG’s strategic priorities, and in keeping tuition fee levels as low as possible within the Principality. The best way to avoid tuition fee levels of £9K is to maintain core grants at a level that makes it unnecessary to charge so much.

It seems to me that this plan is a better deal for Welsh students, for English students wanting to study in Wales,  for Welsh universities, and for the Welsh Assembly Government, but then I’m used to being in a minority of one.

Let’s just say I’ll be reading the party manifesto statements with great interest over the next few weeks…

I’m looking forward to tonight’s Annual Chaos Society Physics Ball, in advance of which I’ll have to go home to get my glad rags sorted out.

This posh night out should provide some welcome fun at the end of a week in which various items of news concerning Welsh universities have generated considerable anxiety around these parts.

For a start the Welsh Assembly Government has announced funding levels for HEFCW, the body that distributes funding to Welsh universities. According to a newspaper article

The Higher Education Funding Council for Wales (Hefcw) has seen its core budget slashed by 8.5% from £453m in 2010-11 to £388m in 2011-12.

Well, pardon my numeracy but a cut from £453m  to £388m is actually a drop of 14.3% not 8.5%. This is much worse than the cuts already announced by HEFCE for English universities, although it remains to be seen how HEFCW will pass on this cut to the institutions it funds. Whatever it does will cause considerable pain, as this cut is being imposed a full year before universities will be allowed to recoup any losses by charging increased tuition fees.

There was also some even more local and even more disappointing news this week concerning HEFCW. Over the past year or so, the three remaining physics departments in Wales (at Cardiff, Swansea and Aberystwyth) have developed a proposal to form a strategic alliance along the lines of similar initiatives in Scotland, the Midlands, and South-East of England which resulted in the injection of large amounts of cash into physics research in those areas. The bid went into HEFCW in January and this week we received the decision. No.

I suppose the decision wasn’t surprising given the current funding climate, but it’s nevertheless extremely disappointing to realise we’ve  missed a very important boat. If  Welsh physics had gone down this road a decade ago – which I believe it should – then we would be in much better shape to face the very uncertain future that hangs over us. Still, I suppose it spares us the effort of trying to think up an acronym.

What’s especially worrying about this is that it seems to me that it makes it  inevitable that Welsh physics will do as poorly in the forthcoming Research Excercise Framework as it did in the 2008 Research Assessment Exercise.
I think it’s worth quoting the observations made by Sub-panel 19 (physics) after the 2008 Research Assessment Exercise:

Sub-panel 19 regards the Scottish Universities Physics Alliance collaboration between Scottish departments as a highly positive development enhancing the quality of research in Scotland. South of the border other collaborations have also been formed with similar objectives. On the other hand we note with concern the performance of three Welsh departments where strategic management did not seem to have been as effective as elsewhere.

Ouch! The final sentence is completely out of order, of course, as it exceeds the remit of HEFCE (which administered the RAE) to try to dictate how Higher Education is run in Wales, as this responsibility is devolved to the Welsh Assembly Government. It is, however, to some extent a valid criticism. England and Scotland have pumped money into physics in order the develop strategic alliances. Wales hasn’t. And it isn’t going to either.

Given Wales’ relative autonomy when it comes to Higher Education I still don’t understand why its universities forced to participate in the REF anyway, but since it looks like we are stuck with it, I worry what the outcome will be, especially since Welsh physicists have been systematically excluded from the physics panel.

The last item of news concerns HEFCW itself. A report produced by John McCormick has recommended that it be scrapped and replaced with a new body called Universities Wales.

There are many reasons why scrapping HEFCW could turn out to be a good thing. For one thing, a new body might realise that continuing involvement in the REF is wasting a huge amount of time and money in the Welsh HE sector on an exercise that takes no account of Welsh strategic objectives. Nevertheless, I’m  a bit worried by some of the rhetoric coming out of the Welsh Assembly about this issue.

Universities are not the property of the Welsh Assembly (which in fact only funds part of their activity). Universities are independent charitable institutions. Their autonomy is essential in allowing them to do what they do best, free from the short-term expediency that dominates the thinking of the political establishment.

But that’s not to say that the Welsh Assembly is wrong to expect universities to respond to the changing socio-economic landscape. It’s all a matter of balance. If Universities Wales is sufficiently “hands-off” to allow universities to do what they do best – teaching and research – but sufficiently “hands-on” that it can help the HE sector to reorganize in the ways it clearly must, then this could be a very good move.

And if HEFCW does die, I’m afraid there will be few around these parts that mourn its passing.

A Modest Proposal

Last week I posted a short item about the looming Kafka-esque nightmare that is the Research Excellence Framework. A few people commented to me in private that although they hate the REF and accept that it’s ridiculously expensive and time-consuming, they didn’t see any alternative. I’ve been thinking about it and thought I’d make a suggestion. Feel free to shoot it down in flames through the box at the end, but I’ll begin with a short introduction.

Those of you old enough to remember will know that before 1992 (when the old `polytechnics’ were given the go-ahead to call themselves `universities’) the University Funding Council – the forerunner of HEFCE – allocated research funding to universities by a simple formula related to the number of undergraduate students. When the number of universities suddenly increased this was no longer sustainable, so the funding agency began a series of Research Assessment Exercises to assign research funds (now called QR funding) based on the outcome. This prevented research money going to departments that weren’t active in research, most (but not all) of which were in the ex-Polys. Over the years the apparatus of research assessment has become larger, more burdensome, and incomprehensibly obsessed with “research concentration”. Like most bureaucracies it has lost sight of its original purpose and has now become something that exists purely for its own sake.

It’s especially indefensible at this time of deep cuts to university budgets that we are being forced to waste an increasingly large fraction of our decreasing budgets on staff-time that accomplishes nothing useful except pandering to the bean counters.

My proposal is to abandon the latest manifestation of research assessment mania, i.e. the REF, and return to a simple formula, much like the pre-1992 system,  except that QR funding should be based on research student rather than undergraduate numbers.

There’s an obvious risk of game-playing, and this idea would only stand a chance of working at all if the formula involved the number of successfully completed research degrees over a given period .

I can also see an argument  that four-year undergraduate students (e.g. MPhys or MSci students) also be included in the formula, as most of these involve a project that requires a strong research environment.

Among the advantages of this scheme are that it’s simple, easy to administer, would not spread QR funding in non-research departments, and would not waste hundreds of millions of pounds on bureaucracy that would be better spent on research. It would also maintain the current “dual support” system for research.

`Difficult to Defend’

My copy of the Times Higher arrived a little late this week, so I’ve only just seen the latest evidence that the Westminster government’s plans for English Higher Education are degenerating into farce.

For a start it seems that the government made a serious error in believing that the Office For Fair Access (known to its few friends as OFFA) actually doesn’t have the legal authority to impose fee levels on universities. The government had assumed that they would be able to prevent all universities charging the maximum £9K allowed under the new rules. But they can’t.

Since the increased tuition fee is being offset by cuts of up to 80% in teaching budgets it’s no surprise that universities want to maximise the income from fees. Oxford, Cambridge, Imperial College and UCL have all already indicated that they will go for the maximum, which isn’t surprising since these are among the leading universities in the country. It may be that some universities, perhaps from the ex-Poly sector, might try to go for the `pack ’em high and sell ’em cheap’ approach to undergraduate degrees, but a more challenging issue is what the middle-grade universities will do. Will they try to compete on price, or will they fear that charging less than £9K will get them branded as second-rate?

However, if all universities charge £9K – which has always seemed to me to be the most likely outcome – then this costs the government much more than it anticipated, because it has to provide a much higher amount in loans. David Willetts has argued that the £9K limit is `difficult to defend’, claiming that despite the cuts a fee of this size would lead to a 40% increase in teaching resource. This isn’t actually true because universities will have to devote a large slice of the fee income to supporting less-well-off students and they are also being hit by huge cuts in capital funding, which will have to be made up some way. Methinks Willett’s famous two brains might have got their wires crossed.

Whether the £9k level is defensible or not, the government appears powerless to stop universities charging it, so is threatening to penalise research grants or to cut the number of student places if too many try it. This looks like panic to me.

The current state of British Higher Education policy is difficult to defend in other ways too. In among the figures spun out by Willetts is one that reveals that 80% of UK students are in subjects outside the area of Science, Technology, Engineering and Mathematics (STEM), which attract a lower level of central funding than STEM disciplines. However, the differential is not as large as you might think: there’s only a factor two between the lowest band (D, including Sociology, Economics, Business Studies, Law and Education) and the STEM band B (including my own subject, Physics). The real difference in cost is much larger than that, and not just because science subjects need laboratories and the like.

To give an example, I was talking last week to a student from a Humanities department at a leading University (not my employer). Each week she gets 3 lectures and one two-hour seminar, usually run by a research student. That’s it for her contact with the department. In my School, a typical student can expect around 20 contact hours per week including lectures, exercise class, laboratory sessions, and a tutorial (usually in a group of four). The vast majority of these sessions are done by full-time academic staff, not PDRAs or PhD students, although we do employ such folks in laboratory sessions and for a very small number of lectures. It doesn’t take Albert Einstein to work out that 20 hours of staff time costs a lot more than 3, and that’s even before you include the cost of the laboratories and equipment needed to teach physics. In the current system, however, students pay the same fee for STEM and non-STEM subjects.

This situation not only works as a powerful disincentive for a university to invest in expensive subjects, such as physics, but also rips off arts students who are given very little teaching in return for their fee. It is fortunate for this country that scientists working in its universities show such dedication to teaching as well as research that they don’t try to do what our cousins in the arts do. I sense a growing consensus, however, that we’re being ripped off too.

I suppose it could be argued that the big cuts in teaching grant in England do something to redress this anomaly, as the central funding element for Arts & Humanities subjects is cut to zero in the new funding regime. On the other hand, however, if universities do charge £9K for all subjects then the differential between arts and sciences will turn out to be lower than 2:1, as the central funding element for STEM subjects is far less than £9K. On the other other hand, if STEM subjects were to charge a higher fee than the others then demand would probably collapse.

To get another angle on this argument, consider the comments made by senior members of the legal profession who are concerned about the drastic overproduction of law graduates. Only about half those doing the Bar Professional Training Course after a law degree stand any chance of getting a job as a lawyer in the UK. Contrast this with the situation in science subjects, where we don’t even produce enough graduates to ensure that schools have an adequate supply of science teachers. The system is completely out of balance.

I don’t see anything in the post-Browne era that will alter this ridiculous situation. STEM subjects will continue to be strangled and universities will continue to overproduce graduates in other areas. Somebody has to get a grip. I doubt the Westminster government is capable of doing this. It has already delayed its planned White Paper on Higher Education, providing yet another indication that it has completely lost the plot.

Or maybe it’s making a complete botch of the situation deliberately, as part of a cunning plan to encourage universities to go private?
