Who Publishes A&A?

The journal Astronomy & Astrophysics, generally known as A&A, which featured in yesterday’s post, is and has been for some time the journal of choice for many astrophysics researchers, especially those based in Europe. It is the journal in which the bulk of publications from Euclid will be published, including a batch due to come out in a couple of weeks.

The journal, which has existed since 1969, is published on behalf of the European Southern Observatory by EDP Sciences (Édition Diffusion Presse Sciences) which began life as a joint venture of four French learned societies in science, mathematics, and medicine. The company was acquired in 2019 by  China Science Publishing & Media (which has headquarters in Beijing). Judging by its social media activity, EDP Sciences sees A&A as a flagship journal; for a list of other journals it runs see here.

A&A publishes papers through a curious hybrid model called “S2O” (Subscribe to Open; not to be confused with “420”). This is not fully Open Access because it requires libraries to pay a subscription to access the journal, but unlike some journals A&A does allow authors to place their papers on arXiv without restriction, so they can be read there for free. On the other hand, A&A also requires authors to pay “Page Charges” – essentially an Article Processing Charge (APC) – if they are not from a “member country”. Authors from a member country do not have to pay APCs to publish but their institutional libraries still have to pay a subscription if they are to access the paper.

You might ask why you should publish in A&A if you can put your papers on arXiv. The answer given on the website is:

Preprint servers such as arXiv play a vital role in bringing research into the astronomy and astrophysics communities as quickly as possible. However, content uploaded to this service has not undergone rigorous peer review and the editorial oversight offered by a professional publisher such as EDP Sciences. In addition, preprints don’t offer the content selection and curation processes that make a scholarly journal a reliable and trusted addition to library collections.

In summary, publishing your article in A&A increases the value and impact of your work by making your article more trustworthy, easier to find, read, and cite, whilst ensuring that the version of record is preserved in perpetuity.

In other words, A&A does nothing that the Open Journal of Astrophysics doesn’t do for free…

Incidentally, I am struck by the frequent assertion that publishers preserve or curate content. Actually they don’t. Libraries do that. If a publisher such as EDP Science decides a journal is no longer commercially viable it will simply ditch it. Fortunately nowadays institutions maintain their own repositories of published papers as insurance against this.

Here is some more information about how S20 works, taken from the A&A website:

A&A is a community journal sponsored by a board of member countries. While subscriptions fund the publishing costs of the journal, the editorial costs are funded both by the contributions from member countries, and the page charges for authors of non-member countries. This division of costs between authors and readers makes it possible to offer low subscription prices, while at the same time removing barriers to publishing for authors from A&A sponsoring countries, and allowing authors from non-sponsoring countries to publish for a modest charge.

If the S2O model is successful, editorial costs will continue to be funded by A&A member contributions and page charges, while subscriptions will be used to cover the open access publication of the journal. Authors from sponsoring countries can therefore publish in open access free of charge, while authors from other countries remain liable for page charges to fund the editorial process of their article (note: page charges are paid to A&A directly and not to the publisher).

This arrangement is being kept under annual review so whether it will persist is open to question.

Ireland, CERN and Science

And lo! it came to pass that Minister for Further and Higher Education, Research, Innovation and Science Simon Harris TD has today secured Government approval to submit Ireland’s formal application to join the European Organization for Nuclear Research (CERN) as an Associate Member.

I have posted about this before, for example here. Currently Ireland is in the anomalous position of not having any form of association agreement with CERN; the list of Full and Associate Member states can be found here.

There is an important point about CERN membership, however, which I hope is not sidelined. The case for joining CERN made at political levels is largely about the return in terms of the potential in contracts to technology companies based in Ireland from instrumentation and other infrastructure investments. This was also the case for Ireland’s membership of the European Southern Observatory, which Ireland joined about five years ago. The same thing is true for involvement in the European Space Agency, which Ireland joined in 1975. These benefits are of course real and valuable and it is entirely right that arguments should involve them.

Looking at CERN membership from a scientific point of view, however, the return to Ireland will be negligible unless there is a funding to support scientific exploitation of the facility. That would include funding for academic staff time, and for postgraduate and postdoctoral researchers to build up an active community as well as, e.g., computing facilities. This need not be expensive even relative to the modest cost of associate membership (approximately  €1.9M). I would estimate a figure of around half that would be needed to support CERN-based science.

The problem is that research funding for fundamental science (such as particle physics) in Ireland is so limited as to be virtually non-existent by a matter of policy at Science Foundation Ireland, which basically only funds applied research. Even if it were decided to target funding for CERN exploitation, unless there is extra funding that would just lead to the jam being spread even more thinly elsewhere.

As I have mentioned before, Ireland’s membership of ESO provides a cautionary tale. The Irish astronomical community was very happy about the decision to join ESO, but that decision was not accompanied by significant funding to exploit the telescopes. Few astronomers have therefore been able to benefit from ESO membership. While there are other benefits of course, the return to science has been extremely limited. The phrase “to spoil a ship for a ha’porth of tar” springs to mind.

Although Ireland joined ESA almost fifty years ago, the same issue applies there. ESA member countries pay into a mandatory science programme which includes, for example, Euclid. However, did not put any resources on the table to allow full participation in the Euclid Consortium. There is Irish involvement in other ESA projects (such as JWST) but this is somewhat piecemeal. There is no funding programme in Ireland dedicated to the scientific exploitation of ESA projects.

Under current arrangements the best bet in Ireland for funding for ESA, ESO or CERN exploitation is via the European Research Council but to get a grant from that one has to compete with much better developed communities in those areas.

A significant shake-up of research funding in Ireland is in view, with Science Foundation Ireland and the Irish Research Council set to merge into a single entity called Research Ireland. If I had any say in the new structure I would set up a pot of money specifically for the purposes I’ve described above. Funding applications would have to be competitive, of course, and I would argue for a panel with significant international representation to make the decisions. But for this to work the overall level of public sector research funding will have to increase dramatically from its current level, well below the OECD average. Ireland is currently running a huge Government surplus which is projected to continue growing until at least 2026. Only a small fraction of that surplus would be needed to build viable research communities not only in fundamental science but also across a much wider range of disciplines. Failure to invest now would be a wasted opportunity.

Research Matters

One of the things that happened last week while I was preoccupied with ITP2023 is that, finally, the UK Government has decided to re-join the European Union’s Horizon 2020 project. I’m very happy about this, and can’t understand why it has taken so long to reach an agreement. I know many researchers in the UK who will be mightily relieved too. Of course things won’t immediately get back to normal. It’s not just that the UK contributions will start in January 2024 so there will have to be some sort of transitional arrangement. More importantly it remains to be seen how long it takes to repair the damage done to goodwill by all the political shenanigans.

While I’m on about research I should also mention that there was a short talk at ITP2023 by a particle physicist by the name of Ronan McNulty who is based at University College Dublin. The topic of that talk was the history of Ireland’s non-membership of CERN; I have blogged about this before, for example here. Astronomical Heads Up

You may recall a great deal of excitement about three years ago concerning the imaging of the “shadow” of the event horizon of the black hole in the centre of the galaxy M87. There was so much interest in this measurement that you could hardly move without seeing this picture somewhere or other:

The question I was asked most frequently back then is that there’s a much closer black hole in the centre of our own Galaxy, the Milky Way, so why wasn’t that imaged first? The answer is that the black hole in the centre of M87 is about 1000 times further away from us than the black hole in the centre of the Milky Way – known to its friends as Sagittarius A* or SgrA* for short – but is also about 1000 times more massive, so its Schwarzschild radius is 1000 times larger. In terms of angular resolution, therfore, the observational challenge of imaging the event horizon is similar in the two cases.

I mention this because the Event Horizon Telescope team who made the above image are holding a press conference next week at ESO on “groundbreaking Milky Way results from the Event Horizon Telescope Collaboration”.

I wonder what these “groundbreaking results” might be?

A former colleague recently contacted me with a request to join my “network” on LinkedIn.  That was quite hard to do as (at least until this morning) I was not on LinkedIn. That reminded me of a talk at INAM2019 a couple of years ago about the Astronomical Society of Ireland  which was about to be re-launched with a new website. One of the main reasons for doing this is that Ireland recently joined the European Southern Observatory and in order to capitalize on its involvement it is important to persuade the Irish government to invest in the resources needed (especially postdocs, etc) to do as much science as possible using ESO facilities. The idea was to improve the lobbying power for astronomy in Ireland. One of the suggestions made yesterday was that astronomers in Ireland should join LinkedIn in order to raise their profile individually and collectively.

I was not on LinkedIn at the time and didn’t get around to joining it mainly because I’ve always thought it was more for businessy types than academics. Anyway, in the light of recent events I decided it couldn’t do any harm to bite the bullet and set up a LinkedIn profile, which you can find here. It’s really a rather basic profile but I think I’ve set it up so that posts from here will be posted to LinkedIn too, so if you’re on it yourself you might want to add me. Or not. It’s up to you!

Page Charges at A&A…

It was recently drawn to my attention that UK-based astronomers and astrophysicists now have to pay a charge of €100 per page (!) to publish in the journal Astronomy & Astrophysics (usually known as A&A for short). See their page charges information for details.

Contrary to popular belief, A&A only waives page charges for authors from countries who are sponsors of A&A, not all countries who are members of the European Southern Observatory (ESO) project. Although the United Kingdom is a member of ESO, it is not and never has been a sponsor of A&A: see the list of sponsoring countries and their representatives here .

Until recently, however, UK authors did have their page charges waived on what seems to have been an ex gratia basis. For some reason, that exception has now apparently been removed.

UPDATE 1: It should have occurred to me that that this also applies to authors from Ireland.

UPDATE 2: Apparently the liability for page charges is determined by the nationality of the first author. I had previously thought that if any of the authors belonged to a sponsoring country then charges would be waived.

Meanwhile, the Open Journal of Astrophysics publishes entirely for free and we are committed to continuing that way. You know what to do.

Gas Filaments in the Cosmic Web

I saw that there’s a new paper that has just been published in the journal Science by Umehata et al with the title Gas filaments of the cosmic web located around active galaxies in a protocluster. In case you run into a paywall at Science, you may of course, find the paper on the arXiv here.

The abstract reads:

Cosmological simulations predict the Universe contains a network of intergalactic gas filaments, within which galaxies form and evolve. However, the faintness of any emission from these filaments has limited tests of this prediction. We report the detection of rest-frame ultraviolet Lyman-alpha radiation from multiple filaments extending more than one megaparsec between galaxies within the SSA 22 proto-cluster at a redshift of 3.1. Intense star formation and supermassive black-hole activity is occurring within the galaxies embedded in these structures, which are the likely sources of the elevated ionizing radiation powering the observed Lyman-alpha emission. Our observations map the gas in filamentary structures of the type thought to fuel the growth of galaxies and black holes in massive proto-clusters.

The existence of a complex cosmic web of filaments and voids has been known about for some time as it is revealed on large scales by the distribution of galaxies through redshift surveys:

There are also good theoretical reasons (besides numerical simulations) for believing this is what the large-scale distribution of matter should look like. Roughly speaking, dense knots of matter lie at the vertices of a three-dimensional pattern traced out by one-dimensional structures.

We have also known for some time, however, that there is more going on in cosmic structure than is revealed by light from stars in galaxies. In particular the way gas flows along the filaments into the knots plays an important role in galaxy and cluster formation. This paper reveals the distribution of gas around a giant cluster that has formed at such a node using observations made using the European Southern Observatory’s MUSE instrument.

I found out about this paper from a news piece in the Guardian with the title Scientists observe mysterious cosmic web directly for first time. That’s sufficiently misleading for me to cross-file the paper under `Astrohype’ because, as I explained above, we have been observing the cosmic web for decades. It is however only just becoming possible to observe the diffuse gas rather than having to join the dots between the galaxies so it is an exciting result. My complaint, I suppose, is that the word `directly’ is doing a lot of heavy lifting in the title!

Who uses LinkedIn?

We had a talk at INAM2019 yesterday about the Astronomical Science Group of Ireland which is about to be re-launched with a new website. One of the main reasons for doing this is that Ireland recently joined the European Southern Observatory and in order to capitalize on its involvement it is important to persuade the Irish government to invest in the resources needed (especially postdocs, etc) to do as much science as possible using ESO facilities. At the moment there isn’t a very well organized lobby for astronomy in Ireland.

One of the suggestions made yesterday was that astronomers in Ireland should join LinkedIn in order to raise their profile individually and collectively.

I am not, and have never been, on LinkedIn and this is the first time I’ve ever even thought of joining it (though I do from time to time receive emails from people I don’t know asking me to). I’ve always thought it was for more businessy types. I don’t know of any astronomers (or scientists generally) who use it either, but that may be just because I’m not on it and wouldn’t know either way.

I just thought therefore, that I might invite any readers of this blog – whether astronomers or not – if they use LinkedIn to please comment on its usefulness or otherwise using the box below. Please also comment on whether you think it would help astronomers in Ireland organize in the manner envisaged.

Banging the drum for ESO

It was a pleasure to welcome Rob Ivison, Director of Science at the European Southern Observatory (ESO) , to Maynooth this afternoon for a colloquium.

I was on my best behaviour introducing his talk and even refrained from pointing out that his native Lancashire is actually in the Midlands.

Ireland became a full member of ESO earlier this year and Rob has been touring Ireland giving talks to encourage Irish astronomers to make the most of the many opportunities membership presents. Having already visited Cork and Galway he passed through Maynooth today before ending up in Dublin tomorrow.

It was an enjoyable and impressive talk and very nice to chat with Rob afterwards over dinner.

Newsflash: Ireland and ESO

Some good news was waiting for me when I got back to the office after my lecture just now, namely that Astronomy in Ireland will shortly receive an enormous boost, as the Republic has joined the European Southern Observatory (ESO).

For those of you not in the know, ESO is an intergovernmental astronomy organisation and is the world’s most productive astronomical observatory. Founded in 1962, its headquarters are in Garching (near Munich, Germany), and it currently has 15 member states. On October 1st, Ireland will become the 16th. Its main work is conducted using a variety of large optical and radio telescopes which are all located in the southern hemisphere, notably at Paranal in Chile.

The official press release includes the following:

We are delighted to welcome Ireland as the newest member of our organisation” stated ESO’s Director General, Xavier Barcons. “Ireland’s mature and thriving astronomical community will add to the broad variety of expertise in the ESO Member States, strengthening ESO’s position at the forefront of global astronomy. Irish astronomers will gain access to a suite of the world’s most advanced ground-based astronomical telescopes and will have the opportunity to be part of the construction of the next generation of ESO instruments in partnership with other ESO Member States. We are also very much looking forward to working with Irish industrial partners to build and operate ESO’s state-of-the-art telescopes.

It was probably the industrial opportunities afforded by ESO membership that persuaded the Irish government to stump up the subscription fee, but this decision is also extremely positive news for the relatively small but vibrant community in Ireland working on observational astronomy which I’m sure will make the most of the chance to do ever more exciting research using these facilities.
